Job Announcement

Under the general supervision of the Children, Youth & Families (CYF) Quality Manager, designs, develops, implements, and integrates a formal and structured continuous quality improvement system for all program areas in CYF. CYF provides child welfare services for Fairfax County, including prevention, protection, preservation, placement and permanency services. Leads CYF internal and external case review activities and CYF efforts to create and maintain policies and procedures. Leads and supports CYF efforts to implement new initiatives and practice improvement strategies. Facilitates workgroups. Uses implementation science and project management principles in this work. Promotes the use of child welfare best practices throughout CYF. Supervises Quality Assurance (QA) consultants.

Position requires the following knowledge, skills and abilities:
  • Considerable knowledge of child welfare practice;
  • Knowledge of implementation science;
  • Knowledge of process improvement strategies;
  • Knowledge of continuous quality improvement principles and strategies;
  • Ability to design and carry out qualitative case reviews;
  • Ability to make oral presentations;
  • Ability to lead assigned staff, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development;
  • Ability to write detailed, accurate reports and other communication products;
  • Ability to effectively manage projects;
  • Ability to effectively facilitate groups.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
  • Extensive knowledge of human services processes, policies and programs focusing on child welfare.
  • Experience assisting organizations with practice improvement and project implementation.
  • Knowledge of best practices in social work, specifically in child welfare.
  • Supervisory, project management, and case review experience.
  • Strong organizational skills.
  • Clear and concise oral and written communication skills.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a check of the Child Protective Services Registry to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Sufficiently mobile to conduct site reviews and attend meetings off-site. Ability to use automated technology. Ability to communicate clearly and concisely, both orally and in writing. All duties performed with or without reasonable accommodations.
