Senior Civil Engineer

An Overview
If you are interested in utilizing your engineering and project management skills to provide impactful and meaningful infrastructure solutions for the City of Alexandria, this is the position for you! The City's Department of Project Implementation is looking for a Senior Civil Engineer IV who will be responsible for overseeing for the design and construction of a wide variety of capital projects. The engineer will manage the design and construction of roadway, drainage, storm water management, sanitary sewer, transit and park improvement projects.

What You Should Bring
The ideal candidate should have knowledge of applicable local, state and federal requirements. The candidate must demonstrate excellent written and oral communication skills. The candidate must possess a license to practice as Professional Engineer in the Commonwealth of Virginia or another state. The candidate must possess a demonstrable history of managing the design and construction of complex capital projects. The candidate should be able to demonstrate a history of dealing with elected representatives, appointed officials and citizen stakeholder groups.

The Opportunity-Examples of Work
  • Manage large complex capital improvement projects with federal, state, and/or city funding and the ability to manage grants and fulfill all grant requirements;
  • Coordinate projects internally with multiple departments and externally with local, state and federal agencies, private utilities, property owners, stakeholder groups and individual private citizens;
  • Successfully manage consultants and other associated design professionals with in-house staff, prepare project plans, specifications and other required documents;
  • Manage construction contracts to keep projects on budget and on schedule, and serve as the City representative during the construction process;
  • Present information regarding capital improvement projects to the community, outside agencies, senior staff and City officials;
  • Scope and estimate costs of planned projects as part of an interdepartmental team;
  • Develop accurate estimates of contract costs;
  • Develop requests for proposals and invitations to bid for the procurement of professional consulting services and construction services.

The Ideal Candidate
To qualify for this position, all candidates should possess at least a 4-year degree in Civil Engineering, Construction Management or equivalent; at least ten (10) years of related experience in a position as a professional engineer of which, five (5) years is as a project manager; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must be licensed to practice as a Professional Engineer in the Commonwealth of Virginia or eligible to obtain Virginia registration by reciprocity.

To be considered as an ideal candidate, one must possess at least fifteen (15+) years of experience as a Civil Engineer of which at least five (5) years should be in a position as a project manager for design and construction of capital projects. Demonstrate the ability to review and analyze plans and specifications for construction and be able to prepare clear and comprehensive technical reports. Experience in the coordination of multi-discipline teams including the management of project staff, and design consultants and contractors.

The Department of Project Implementation is responsible for a variety of project types; including intersection improvements (transitway, bicycle/pedestrian improvements) storm water and water quality improvements, sanitary sewer improvements, flood mitigation and park improvements. DPI is focused on the City's portfolio of capital infrastructure projects utilizing best practice project management methods, DPI strives to deliver construction project consistently and efficiently.
