Job Announcement

Seeking a Human Resources professional with an extensive background in benefits to manage the retirement benefits program. Leads or supports many of the strategies and initiatives associated with the overarching strategy related to retiree benefits. Possesses and uses a comprehensive understanding of benefit legislation and regulations to make recommendations for change to ensure plan compliance in the areas of RMDP, the Affordable Care Act, and Medicare Reform. Manages the internal and public-facing Benefits webpage Retiree Benefits section and ensures accurate and timely information is always visually displayed. Other duties include:
  • Provides insight on best practices regarding how to effectively streamline processes and implement tools that enable key business processes;
  • Designs/develops and implements a multimedia communications strategy for retiree benefits and makes presentations as appropriate;
  • Conducts pre-and-post retirement workshops;
  • Partners with the county retiree association groups to optimize outreach efforts;
  • Acts as liaison with Retiree Benefits vendors regarding enrollments, customized communication, compliance issues, and claims.

Conducts benefit seminars, open enrollment meetings, and new employee orientations;

Assists employees seeking complex information and guidance on the plans and options available;

Understands benefit law and regulations; expeditiously acts on action plan assignments;

Investigates and resolves disputes, problems, and issues between employees and benefit plans.


Required Knowledge Skills and Abilities

Knowledge of human resources administration and management principles and practices as they apply to various functional areas;
Knowledge of group/team dynamics;
Knowledge of federal, state, and county laws, regulations, and ordinances pertaining to human resources programs and management.
Skill in the use of computer hardware and software;
Ability to establish and maintain effective relationships with applicants, employees, county officials and/or citizen groups;
Ability to gather, analyze and present data;
Ability to speak and write effectively;
Ability to work as a team member.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in personnel administration, public administration, or a related field plus two years of professional-level human resources experience.

  • Three or more years of experience in benefits administration for active and/or retired employees;
  • Experience in administering and communicating retiree benefits and Medicare;
  • Proven organization and time management skills;
  • Excellent presentation and consultative skills;
  • Subject matter expert who can drill down to explain complex plan designs to retirees;
  • Ability to work autonomously and produce timely results in a fast-paced work environment;
  • Excellent written and oral skills;
  • Proficiency in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint;
  • Strong commitment to delivering excellent customer service, both internal and external.

The appointee to the position must satisfactorily complete a criminal background check.
Ability to travel to county owned and non-county owned facilities.

Work is generally sedentary. Ability to stoop, bend and reach. Ability to operate keyboard driven equipment. Ability to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
