Summary

This position is located in Food and Nutrition Service (FNS), Deputy Administrator for Management. FNS serves as the Nation's first line of defense against hunger. Through the agency's nutrition assistance programs, FNS provides children and needy families' access to food and a more healthful lifestyle. FNCS Headquarters Offices provide the policies and regulatory support regarding the nutrition assistance program administrated through Congressional action.

Responsibilities

  • Provide business advice and instruction to program officials on acquisition planning, market research, acquisition strategy, requirements development, solicitation, quote and proposal evaluation, source selection and post awards.
  • Review Acquisition Request Plan Packages for sufficiency and completeness of supporting documents.
  • Manage contracts and orders in an automated contract writing, obligation and award processing system.
  • Utilize various systems to perform pre and post award functions including Fed Biz Ops (FBO), GSA Ebuy, Contractor Performance Assessment Reporting System(CPARS), and System for Award Management (SAM)
  • Plan, solicit, evaluate, negotiate, process, award and perform post award contract administration functions for actions under FAR parts 8,12, 13, 15, and 19.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below:

To meet the GS-13 you must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer group contracts and post award procurement actions. Specific work experience must demonstrate some or all of the following duties: 1) Utilize mastery of contracting methods and contract types to plan and carry out long-term pre-award and post-award procurement actions; 2) Develop and execute a comprehensive plan to create contractual instruments responsive to long-range programs with substantial number of potential adversities during the pre-award and post-award phases of the contractual action; 3) Utilize principles of acquisition planning sufficient to develop and implement a plan to procure multi-year program or and information resources requirement involving the entire systems life of the resources; and 4) Provide technical knowledge of contract administration principles, policies, regulations, practices, and procedures for contracts with technical specifications and special contract, such as fixed-price with
re-determination provisions, cost reimbursement, contracts with incentive provisions, and issues such as excusable delay.

To meet the GS-12, you must at least demonstrate one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector that demonstrates knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer group contracts and post award procurement actions. Specific work experience must demonstrate some or all of the following duties: 1) Perform pre and post-award functions and/or contract price/cost analysis techniques to develop or modify procurement strategies or pricing structure when contract actions are well defined and established; 2) Negotiating complex or commercial contracts to develop unique contracts required to accommodate changing business climates, new technology, dynamic market conditions, and economic conditions; 3) Monitor contract process to evaluate bid responsiveness, contractor responsibility, and contractor performance; and 4) Interpret and review Federal contracting laws, regulations, principles, and procedures to manage programs and provide guidance. 5) Communicating orally and in writing to reach concurrence on processes, projects and desired outcomes.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
