Summary

The purpose of the position is to serve as the Deputy Assistant Secretary for Analysis and Production in the Office of Intelligence and Analysis (OIA). OIA advances national security and protects financial integrity by informing Treasury decisions with timely, relevant, and accurate intelligence and analysis.

Responsibilities

The Deputy Assistant Secretary for Analysis and Production oversees the development of OIA's Program of Analysis to effectively meet the demands of Treasury and USG senior officials, including the Secretary, requiring intelligence analysis. In addition, the incumbent will have the following responsibilities:

Aggressively drives tactical and strategic analytic efforts and ensures that OIA's production is timely, relevant, accurate, and aligned with the Department's and USG's priorities and goals. Reviews all OIA analytic products and develops an analytic cadre that maintains the highest standards of intelligence analysis tradecraft, using numerous venues to discuss how OIA can improve its tradecraft and analytic support to customers.

Develops analytic managers and supervisors, ensuring they are appropriately trained to lead and drive analysis and effectively develop the workforce in meeting requirements. Responsible for the performance management, coaching, and counseling of the analytic workforce when necessary and for evaluating and appraising the performance of managers and supervisors.

Seeks out all sources of information on developments that affect Treasury Department actions, policies, and procedures thereby serving as a principal substantive advisor to the Assistant Secretary and Principal Deputy Assistant Secretary on intelligence matters, especially analysis.

Leads OIA efforts to provide expert analysis and production on networks and activities supporting illicit actors including terrorist organizations, WMD proliferators, money launderers, hostile states, and elements thereof.

Oversees and strengthens coordination and collaboration between OIA and other elements of Treasury and the US Intelligence Community. Represents OIA in meetings with other offices, Departments, and Agencies; Congressional delegations, and other private sector entities and public counterparts, including at NIBs and other analytic for a.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES) and are in addition to the specific mandatory technical qualifications listed below. ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, political savvy, influencing/negotiating.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

MTQ 1- Demonstrated executive level experience leading and directing teams of Intelligence Community analysts, providing highly complex and technical guidance within a private sector organization or government agency, demonstrating expert managerial and leadership capabilities.

MTQ 2- Expert knowledge of and experience in managing, evaluating and conceptualizing analytic products and services relating to the Intelligence Community.

MTQ 3 - Demonstrated experience communicating complex and policy-relevant intelligence analysis orally and in writing to represent the Intelligence Community to various audiences such as key management officials, Departmental staff and Congressional members and their staffs.
