Responsibilities

As a Budget Officer, you will:
Provide representation for Ginnie Mae with the Departmental Budget Office, Office of Finance and Accounting, OMB, and the House and Senate Appropriation Committees.
Direct the budget process for Ginnie Mae. This includes the preparation of Ginnie Mae staffing and program justifications and supporting schedules for submission to the Departmental Budget Office, The Office of Management and Budget, and the Congress.
Direct the preparation of staff year allocations in conjunction with the Office of Administration; development and maintenance of a budget control system to assure compliance with budgetary limitations and allocations; and development of operating plans to assure proper management of budget allocations.
Advise the Senior Vice President of Finance and other senior managers of Ginnie Mae on budgeting and financial matters, relating to budgetary implications of legislation, and budgetary financial considerations regarding programs or project development.

This position is located in the Office of the Chief Financial Officer (OCFO), Government National Mortgage Association (Ginnie Mae). The mission of OCFO is to lead the Department's Headquarters and Field Office officials toward the understanding and practice of sound financial management in program development and operations, and in the stewardship of public resources. The Government National Mortgage Association (Ginnie Mae) supports expanded affordable housing in America by providing an efficient government-guaranteed secondary market vehicle linking the capital market with federal housing markets.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized experience is defined as follows:
- Leading a team in the development of policies, systems, and procedures for budgeting and managing funds; AND
- Interpreting and applying executive orders and policies to ensure compliance with laws and regulations ( i.e. appropriation law); AND
- Providing direction and solutions to management on budget and operating estimates; AND
- Budget management experience relevant to the credit reform act of 1990 regarding budget execution, monitoring programs, budget estimates, and justifications.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

- Public Trust - Background Investigation will be required.

- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
- Pass a pre-employment physical examination.
- Possess a valid state motor vehicle operator's license or Commercial Driver's License (CDL) upon appointment OR within _ days of appointment (as appropriate) and maintain a valid license while you occupy the position.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
