Summary

Incumbent serves as a Program Analyst in the Department of Treasury, Departmental Offices, Undersecretary for Domestic Finance, Office of the Fiscal Assistant Secretary, Office of Gulf Coast Restoration which is responsible for managing and administering two non-competitive grant programs, called the Direct Component and Centers of Excellence Research Grants Program, both funded by the Gulf Coast Restoration Trust Fund.

Responsibilities

Direct Component funding is for projects and activities that restore and protect the ecosystem and economy of the Gulf Coast region. Centers of Excellence Research Grants Program funding is for establishing centers of excellence for science, technology, and monitoring. Grantees include the 5 Gulf Coast states, 20 Louisiana parishes, and 23 Florida counties.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Identify potential issues and concerns related to specific projects, strategizing on next steps, and briefing leadership. Work with the Office of General Counsel, Legislative Affairs, and Public Affairs as needed.
  • Analyze and review existing regulations and the development and implementation of new policies and procedures governing administration of the awards programs.
  • Provide expert advice to senior RESTORE Act program managers on award administration and business management regulations, policies and processes.

Basic knowledge of project management of environmental and ecological issues that might include some of the following subjects: (1) Restoration and protection of natural resources, ecosystems, fisheries, marine and wildlife habitats, beaches, and coastal wetlands, (2) Mitigation of damage to fish, wildlife, and natural resources; (3) Implementation of marine, coastal or comprehensive conservation management plans; (4) Infrastructure projects benefiting the economy or ecological resources, including coastal flood protection and related infrastructure; and (5) Improvements projects relating to Federal or State parklands in order to understand programs and assist grant applicants and recipients.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Experience analyzing and establishing management policies and procedures; AND
  • Experience with grant programs, including grant applications, scopes of work, environmental compliance, grant performance, and compliance with federal regulations; AND
  • Experience with environmental protection or restoration of natural resources projects.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience with projects or programs regarding involving environmental restoration or protection projects and/or infrastructure projects that required either the issuing or requesting of federal grants. Examples of such experience could include:
  • Experience developing or negotiating project workplans, including budgets, milestones and performance standards.; OR
  • Experience monitoring of projects scopes of work, budget, milestones, and performance standards.; OR
  • Experience analyzing proposals to determine if they are eligible for funding, technically sound, economically planned, and in compliance with applicable laws and regulations.

CONDITIONS OF EMPLOYMENT:
