Summary

This position is located in the Air Traffic Organization (ATO), Program Management Organization (PMO). The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems.

Responsibilities

The four (4) PMO directorates' key functional areas are: (1) program control, cross-cutting analysis and integration, and special initiatives; (2) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS; and (4) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation.

As a participating specialist and subject-matter expert, the incumbent provides analysis and leadership on a wide range of acquisition management and program related issues to include financial management, technical performance management, risks, issues and opportunities, and contract management. He/she develops and analyzes program requirements and plans, and recommends innovative solutions to streamline and improve processes consistent with PMO program management policies, guidance, and initiatives; and interprets FAA and organizational policies, guidance, and initiatives. He/she applies expert knowledge of qualitative and quantitative methods and techniques, analytical and evaluative methods, and project management principles to conduct and accomplish assignments. The incumbent applies knowledge of comparative analysis to use documented sources, calculations and tools to conduct comprehensive market research, develop and coordinate cost benefit and alternatives analyses. He/she analyze cost, schedule and technical performance, make decisions, take action, address variances, and re-allocate resources to deliver results using Earned Value Management (EVM) or other evaluative disciplines.

The incumbent supports the development of logistics plans and coordinates the schedules with stakeholders. He or she coordinates extensively with logistics center personnel and contractor personnel to support the acquisition and implementation activities of decision support programs. Applies expert experience using advanced automated evaluative tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. He/she leads teams responsible for planning, monitoring, and conducting complex special projects, studies and initiatives. He/she analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions. Ensures the development of knowledge bases for future use by PMO programs and teams.

Contacts are internal and external to the FAA. He/she represents the PMO as a principal point of contact to provide expert guidance and instruction both internally and externally, addressing diverse, complex issues, which often cross multiple program or functional areas. Formulates and makes recommendations to senior management on major projects and policy issues. He/she reviews and recommends approval on major reports and programs for internal and external distributions and contributes to developing strategic vision and/or organizational policies. The incumbent knows, applies and understands the rules of engagement when working with unions. He/she mentors more junior analysts and team members.

He/she works with senior management to identify and resolve issues. Broad policies and objectives provide general guidance for resolving issues but often require the development of new approaches. The incumbent collaborates across FAA lines of business to establish new policies, procedures and approaches that consider FAA policies and Government regulations. The Team Manager reviews work at completion for success in achieving planned results.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience for this position includes:

Experience applying Earned Value Management (EVM) or other evaluative disciplines to analyze cost, schedule and technical performance, and making recommendations to address variances.
