Summary

This position is located in the Department of Homeland Security (DHS), Under Secretary for Management (USM), Office of the Chief Human Capital Officer (OCH CO), Human Resources Management and Services, Executive Resources.

The primary purpose of this position is to serve as a Human Resources/policy expert who is responsible for the evaluation of HR executive resources service.

Responsibilities

As a Human Resources Specialist (Executive Services) GS 0201 13, your typical work assignments may include:
  • Plans, develops and coordinates Department-wide policies, programs, tools, systems and activities for executive service resource management programs
  • Conducts a full range of staffing and recruitment, compensation, and other HR functions in support of an Executive Resources program; completes merit staffing and onboarding assignments (e.g., drafting and posting job opportunity announcements, conducting minimum qualifications analysis, preparing OPM case submissions, making employment offers, arranging EODs, coding SF-52s and scheduling orientation).
  • Facilitates Executive Rating Panels ensuring Merit Staffing Procedures are applied; prepares selection recommendations for review by the Executive Resources Council; prepares Qualifications Review Board packages on selections for submission to OPM.
  • Manages all DHS Headquarters component SES performance management plans.
  • Advises senior officials on complex problems and interpretations involving staffing and recruitment procedures, classification, employee evaluation, and employee benefits and entitlements affecting SES, SL/ST, AD, and political appointees.
  • Provides guidance and advice to Senior Executive Service (SES) selections on executive core qualifications (ECQs).

Qualifications

Specialized Experience:
You qualify for the GS-13 grade level (starting salary $99,172) if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government or equivalent public or private sector experience advising and providing guidance to management on executive resources human resources matters. Such experience includes:
  • Interpreting staffing and recruitment procedures affecting SES, SL, Schedule C appointments and Expert and consultants; advising the head of an office on how best to improve the human resources executive resources programs/services administered;
  • Developing positions descriptions and classifies positions; draft and post vacancy announcements; evaluates applicants qualifications, arrange and facilitate Executive Rating Panels ensuring Merit Staffing Procedures are applied and prepare Qualification Review Board packages on selections and submit to OPM; and
  • Providing data requirement inputs to assist in the development of human resources reports and graphics to management

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
