Summary

The Deputy Associate Administrator for Management reports to the Associate Administrator (AA) for the Space Technology Mission Directorate (STMD) at NASA Headquarters. This incumbent oversees STMD organizational operations including financial resources, human resources, strategic communications; serves as strategic advisor and council to the AA and creates organizational relationships internal and external to NASA; and oversees strategic communications, industry, and legislative relations.

Responsibilities

  • Serves as strategic advisor and council to the AA and creates organizational relationships internal and external to NASA, enabling STMD leadership success.
  • Supports the AA, in partnership with STMD support and program offices, in providing overall strategy and guidance for strategic communications, advocacy, and budget for NASA's space technology programs.
  • Strategically manages STMD leadership engagements, evaluates opportunities, and determines priorities. Oversees internal and external strategic communications, and drafting of speeches and presentations for STMD leadership.
  • Oversees STMD organizational operations including financial resources, human resources, procurement, strategic communications, and facilities functions.
  • Recommends strategic priorities to STMD leadership by identifying focus areas for their attention. Oversees information flow and recommends timing of STMD leadership involvement in the decision-making process.
  • Oversees STMD strategic communications, advocacy, industry relations, educational activities, legislative relations, and advisory committees. Develops agendas and creates pertinent information packages leading to successful outcomes.
  • Plans, coordinates, and evaluates processes concerned with STMD strategic planning, policy, resources, strategic communications, human resources, and management.
  • Oversees STMD operations including information technology systems, administrative functions, records management, floor space management, process development, archiving of vital technical data, web management, and travel systems.
  • Ensures strategic business processes are in place to effectively plan and implement the STMD mission. Serves as the primary liaison between the STMD and NASA institutional offices at Headquarters.
  • Provides leadership in the development and implementation of both long and short range plans necessary to achieve Agency and STMD goals and objectives, including the definition of performance targets and goals.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Candidates must also demonstrate qualifications in the managerial and technical areas noted below. TECHNICAL QUALIFICATIONS:

1. Demonstrated knowledge and experience in organizational operations including financial resources, human resources, procurement, communications, and facilities functions for aerospace large technology programs and projects.

2. Demonstrated knowledge and experience as strategic advisor for communications and advocacy, industry relations, and legislative strategies for large aerospace technology programs.

3. Demonstrated knowledge and experience in developing and managing cross-agency forums, advisory committees, and ability to represent the STMD in such venues.

4. Demonstrated abilities to manage teams with diverse skills and functions to provide effective management support services to a technical organization, such as human resources, information technologies, management systems, web-site operations, facilities management, and travel services.
