Summary

This position is located in the Office of Audit and Debt Resolution, Department of the Chief Financial Officer in Washington, DC. As a Grants Management Specialist (Audit), you will perform a full range of audit resolution activities related to OIG and single audits, including analyzing audit findings, developing agency management decisions, and providing technical assistance to resolve compliance issues, as well as supporting general grant administration activities.

Responsibilities

The incumbent serves as a technical expert to grantees and CNCS staff on audit-related matters and will perform the following duties and responsibilities:
  • Conducts resolution of OIG and other audits, as assigned, including supporting grantees with developing and implementing appropriate corrective action plans, analyzing documentation to make determinations, and drafting agency management decisions within required timelines;
  • Supports resolution of other grantee-related compliance matters, as assigned, in support of grant award, administration, monitoring, and oversight processes;
  • Provides subject matter expertise to grantees, grants officers, and other staff on audit findings and resolution procedures;
  • Tracks and analyzes audit findings and resolution efforts;
  • Assists senior staff in formulating grant and cooperative agreement policies, procedures and systems in the areas of single audits, indirect cost rates and debt collection;
  • Develops and implements training for grantees, grants officers, and other CNCS staff on audit resolution and indirect cost rate negotiation processes;
  • Serves as the point of contact for the agency's indirect cost rate negotiation efforts, maintains the external indirect cost rate mailbox, and responds to internal and external inquiries on indirect cost rate policies and procedures;
  • Assists senior staff with compiling data for the response to the OIG's Semi-Annual Report;
  • Tracks and reports on collection efforts related to debts resulting from audits, grant monitoring, investigations and other oversight measures;
  • Obtains and maintains Contracting Officers Representative (COR) certification to support management of grants office inter-agency agreements and contracts;
  • Serves as a back-up point of contact for audit-related matters for the Senior Grants Officer for Audit and Policy;
  • May be required to support Grant Operations in the awarding, oversight, management, and compliance of grant awards; and
  • Other duties as assigned.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes (a) reviewing and resolving findings associated with Office of Inspector General (OIG) and/or single audits; (b) monitoring federal grant recipients to ensure compliance with programmatic regulations, federal financial regulations, and award terms and conditions; (c) interpreting and implementing the requirements of 2 C.F.R. Part 200, OMB Circular A-50 and/or other applicable legislative circulars; and (d) analyzing complex data to resolve problems and develop recommendations to management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

You may also qualify based on a combination of education and experience, if applicable.
