Summary

The Chief Information Officer (CIO) and Director of Information Technology and Communication reports to the NASA Chief Information Officer (CIO) and the Center Director (CD) and serves as the CIO at the Goddard Space Flight Center (GSFC), with responsibility for ensuring that Center information resources are managed in compliance with Federal and Agency policies and procedures.

Responsibilities

  • Ensures that the Center's investments in IT are in alignment with the Agency's Information Resources Management (IRM) Strategic Plan and that the Center complies with the NASA Capital Planning and Investment Control (CPIC) process.
  • Represents the Center as a member of the NASA CIO Board, and is responsible for integrating, verifying, and communicating the Center's requirements, issues, and concerns on Agency-wide matters under Board consideration.
  • Serves as the Director of the IT and Communications Directorate and as such manages a range of information systems and services to support Center programmatic, engineering, scientific, and administrative functions for the GSFC.
  • Manages organizational functions and efforts, including contract management, technology development, organizational planning and staffing, human capital management, and other senior management functions as assigned.
  • Defines Center wide support process requirements and implementing cost effective solutions that enable the Center?s science, engineering, and flight program/project community to meet Center mission requirements.
  • Provides long-range planning for meeting Center requirements for information resources and management systems, IT security, software engineering technologies, administrative and technical management information.
  • Provides technical management and direction to the associated hardware, software, and information systems contractors; developing and implementing project management activities associated with these functions.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources.

TECHNICAL QUALIFICATIONS QUESTIONS:

1. Describe your demonstrated success in leading a large, complex, IT services organization in the efficient, consistent high-quality delivery of a broad array of products and services including infrastructure management, enterprise applications, governance and architecture, cybersecurity, and portfolio management.

2. Describe your demonstrated success in leading entity-wide IT transformation initiatives including organizational and IT delivery model changes that reduce cost and/or improve service/security in an environment of diverse platforms, applications and technologies.

3. Describe your specialized experience in working with mission/business partners to formulate and oversee a comprehensive, integrated, and effective cybersecurity Program necessary to improve an organization's cybersecurity posture. This includes providing information security protections and utilizing a risk-based approach.
