Stormwater Engineer

An Overview
This position supports the City's Stormwater Management Program (SWMP) through the continued implementation of the fee-based Stormwater Utility (SWU) funding of the program and the management or participation as a team member in the design and construction of stormwater management infrastructure to address water quality, drainage, and/or flooding. This position may also lead or participate in the completion of special studies and program activities such as SWU post-implementation studies, green infrastructure stormwater quality best management practice (BMP) selection, and project prioritization.

Work is performed within the Department of Transportation and Environmental Services Stormwater Management Division under the supervision of the Stormwater Utility Manager and in close cooperation with other Division staff.

The Stormwater Engineer must take a highly proactive approach to work, think strategically to formulate solutions, and possess strong verbal and written communication skills to work effectively with the public, coworkers, consultants, and elected officials.

The Opportunity
  • Respond to drainage and flooding complaints to assess potential solutions and work with staff to develop solutions;
  • Perform project management and/or participate as a project team member in the identification, design, and construction of public capital infrastructure drainage, flooding, and/or stormwater quality projects;
  • Collaborate with staff to address stormwater infrastructure needs for Chesapeake Bay TMDL Action Plan compliance;
  • Assist in the planning and design of structural stormwater quality BMPs;
  • Assist in the development of construction documents, procurement of construction contractors, and management of construction projects;
  • Respond to complex stormwater planning, engineering, construction requests for interpretations, and/or community inquiries involving stormwater capital projects;
  • Perform customer service and assist in education and outreach related to stormwater utility fee billing, appeals, and stormwater utility fee reductions called credits for stormwater management activities, including, but not limited to litter cleanup activities, turf management for stormwater, and installation and/or maintenance of stormwater quality BMPs, including green infrastructure and/or low-impact development (LID) practices;
  • Perform comprehensive reviews of SWU credit and appeal applications using ArcGIS and other enterprise software systems, which may include conducting site visits as necessary to support application review; and,
  • Perform related work as required.

The Ideal Candidate
To qualify for this position, all candidates must possess a four-year college degree in civil engineering from an engineering school of recognized standing and five (5) years of professional experience.

To be considered as an ideal candidate, one should possess a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia; have knowledge of civil engineering practices and the ability to prepare and review civil engineering plans; have the ability to evaluate drainage issues and provide solutions for public and private infrastructure; possess the capacity to perform or review technical stormwater calculations for the design and analysis of stormwater facility BMPs; have knowledge of construction techniques and best practices; have familiarity with Virginia Stormwater Management Program (VSMP) and Chesapeake Bay regulations and requirements for development; stay abreast of new technologies and approaches to stormwater management; and possess the ability to communicate effectively with staff members, citizens, engineers, applicants, and contractors.
