Summary

This position is located in the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Office of Information Security (OIS), Cybersecurity Operations Center (CSOC). The incumbent is responsible for Cybersecurity Response and Analytics, providing supervisory oversight to staff responsible for monitoring the security and operational status of the VA's applications, with the capability to detect and respond to all cybersecurity incidents involving VA systems and networks.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. May require overnight travel away from normal duty station.

Major Duties:
  • Leads a team of cybersecurity staff, both government and contract, in the areas of Cybersecurity Response and Analytics which includes, Cybersecurity Response and Cybersecurity Monitoring and Analytics; and responsible for supervising the cybersecurity advanced analytics for the Cybersecurity Operations Center (CSOC) in support of VA's IT networks.
  • Communicates with Department of Homeland Security (DHS), Department of Defense (DoD), Federal Bureau of Investigation (FBI), and other federal agencies on sensitive cyber information that impacts the VA and other federal agencies.
  • Provides subject-matter expertise to the development of cyber operations specific indicators; and demonstrates and maintains knowledge of applicable cyber defense policies, regulations, and compliance documents specifically related to cyber defense auditing.
  • Manages and advises personnel responsible for all-source intelligence analyses of cyber activities to identify attributes of interest (their tactics, techniques and procedures [TTPs], motives, and capabilities); oversees and reviews for accuracy all post-event analysis; and produces technical intelligence reports for users, senior officials, and other customers and as representative cases.
  • Budgets and manages a stable, multi-year resource base for personnel, administrative support, and contract funds for products and services to ensure the Cybersecurity Operations Center's continuity and effectiveness.

The Selective Placement Factor for this position is: Demonstrated expertise and experience leading a Cyber Warfare team while serving as a supervisor in an enterprise-wide Cybersecurity Operations Center, responsible for leading a team of experienced cyber professionals and/or incident responders in ensuring the confidentiality, integrity, and availability of systems, networks, and data through the detection and mitigation of cyber security threats.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    Specialized Experience
    : You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

    GS-15 Specialized Experience: One year of specialized experience (equivalent to the GS-14 grade level in the federal service). Specialized experience includes overseeing the coordination of advanced analytics team analysts' activities, ensuring that all workflows, analysis activities, work products and security recommendations are accurate and complete with regards to organization-wide cybersecurity policies and procedures; addressing cybersecurity associated risks and providing actionable data and recommendations; directly managing and overseeing the performance of real-time cyber defense incident handling (e.g., forensic collections, intrusion correlation and tracking, threat analysis, and direct system remediation) tasks to support deployable Incident Response Teams (IRTs); managing a team of direct report subordinate supervisors who subsequently direct professional, technical advanced IT staff ranging in grades equivalent to the GS-12 through GS-14 levels in the federal service; and communicating complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

    There is no educational substitution for the GS-15 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Supervisory Probationary Period: Applicants selected for this position may be required to serve a one year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
