Summary

This position is located in the Operations and Facilities Division of the Food, Nutrition, and Consumer Services (FNCS). The incumbent serves as a Branch Chief, with responsibility for providing leadership and directing the management and administration of various support services for the Operations and Facilities Division.

Responsibilities

  • Coordinates and carries out planning and advisory duties encompassing the full scope of major support services functions such as personal property management, real property, vehicle and transportation, mail, printing and reproduction management.
  • Assists the Director with explanation or defense of significant or controversial actions or decisions. Assists with negotiating or mediating among groups of individuals with divergent viewpoints concerning recommendations to alter programs.
  • Ensures consistent, efficient, effective mission execution, promulgation and optimization of Agency facility and logistics policies and procedures. Creates and establishes new Agency policies and procedures for effective management of Agency assets.
  • Directs the office functions and overall personnel management activities. Plans and schedules work to be accomplished by subordinates based on priorities, difficulty of assignments, and capabilities of employees.

Qualifications

To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:
  • Planning and overseeing a wide rage of projects, customer service functions, conducting building walkthroughs to observe building conditions, identify building/tenant issues and take the appropriate action for resolution.
  • Overall project management, programming, planning, designing, evaluating, coordinating, advising, and administration of major support services functions such as personal property management, real property management, vehicle management, mail management, warehousing, transportation shuttle service, executive transportation, and printing and reproduction management.
  • Providing expertise, advice and coordination to offices on legal and regulatory developments, changes in facility and logistics practices, and trends4) Providing technical comments on organization policies, procedures, and operating instructions for the effective and efficient execution of mission-critical functions

    Time in grade:
    Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Applicants must have one year of specialized experience at the GS-13 level for consideration at the GS-14 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
