Summary

This position is located in the Department of Commerce, Office of Security, Suitland, Maryland. The primary purpose of this position is to serve as the Director of Security for the Office of Security's Census Security Program. The selected candidate will support the full complement of security solutions as they relate to personnel, physical, information, and communications security, and emergency management and continuity.

Responsibilities

  • Facilitating, planning, coordinating, and developing security services and support as it pertains to all aspects of the Census Security Program.
  • Developing, evaluating and implementing organizational and security policies, procedures, standards, and regulations for nationwide security programs.
  • Managing or directly supporting various security functions, including personnel, physical, information, communications, and emergency management and continuity.
  • Conferring with, assisting, and advising bureau management and other senior Departmental staff members on security precedents, planning and policy development.
  • Directing the work of subordinate staff and performing supervisory responsibilities.
  • Assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as needed.
  • Establishing and fostering open and collaborative communication with all internal and external stakeholders.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Specialized Experience:
ZA-0080-V (5): You must have at least one year of specialized experience in the Federal service OR equivalent public or private sector experience equivalent in difficulty and responsibility to the GS-14 level or equivalent pay band performing the following duties:
  • Advising and implementing personnel, physical, information or communications security activities, as well as emergency management and continuity security programs;
  • Evaluating and recommending measures designed to safeguard personnel; and
  • Developing, revising, and implementing security policies, procedures, standards and regulations.

This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Top Secret/SCI clearance as a condition of placement in this Special-Sensitive (SS)/High Risk position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
