Responsibilities

This senior executive service (SES) position is located in the Department of Labor (DOL), Wage and Hour Division (WHD), Office of Enterprise Data and Analytics. The incumbent serves as the principal advisor and recognized policy authority to top DOL executives and key Agency managers on data management. In this capacity, the incumbent translates and/or interprets broad policies and operational data concepts in order to make key decisions as well as provides overarching direction, oversight, and advice for the development, implementation, and administration of these substantive activities that directly facilitate effective strategic planning and monitors the achievement of program goals, productivity and performance, and other key management issues and concerns.

Administers and directs the overall success of the Office of Enterprise Data and Analytics to include the coordination of discretionary program development. Provides executive leadership, oversight, and integration of Agency efforts to control and implement large-scale data management strategies and related activities that cultivate data integrity.

Establishes an aggressive, innovative, and effective program, which includes visions, strategies, and implementation plans, for conducting Agency-wide business integration of data management, information and technology, and resources operations to ensure continuous improvements in the quality of services provided to internal and external stakeholders across the Nation.

Serves as the focal point and principal advisor to the WHD Administrator on all activities related to the Agency's strategic data management program. Provides executive direction and guidance in developing comprehensive strategic plans, formulating data management policies and goals, and overseeing Agency implementation of short- and long-term plans that foster robust wage and hour programs of national scope and impact.

The incumbent is sought out by executive staff in the formulation and implementation of short- and long-range programs, strategic plans, and priorities on a nationwide scale that facilitate 1) the effective and efficient accomplishments of WHD's wage determination programs; and 2) WHD's attainment of strategic enforcement goals relating to government contract labor statutes and policies.

Executes matrix and integrated business/technical teams. Provides executive leadership and guidance for the evaluation of major proposals, in-depth assessment of data management and contracting activities on an ad-hoc or surge basis.

Candidates must possess technical and management experience, and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

Qualifications

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):
1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, and the sensitivity of the issues you handled, etc.

1. Experience in developing data strategy to inform decision making within a large and complex organization; skill in identifying data improvements, challenging the status quo, and adapting those opportunities to achieve organizational goals and objectives.

2. Experience providing values-based leadership in an environment that requires understanding of organizational dynamics including interplay between policy and operations; including experience supporting high-level officials with changing priorities.

3. Demonstrated ability to translate strategic plans, policies and priorities into objectives for dispersed operational units, and to achieve accountability within those units.

Education

The Department of Labor does not recognize academic degrees from schools that are not accredited by an accrediting institution recognized by the Department of Education.
