Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Cooperative Institutes (CI) with one vacancy in Silver Spring, Maryland.

Responsibilities

As a Supervisory Physical Scientist, you will perform the following duties:
  • Serve as the Cooperative Institute (CI) Program Director, providing scientific mission support through management of grants and NOAA enterprise level programs. Work and communicate with senior management and all NOAA CIs and their associated universities. Build and maintain effective relationships with and among CIs and NOAA customers.
  • Lead NOAA offices and partners to develop and implement policy and associated procedures. Provide clear, accurate, and timely information to leadership to inform discussions on CI issues. Understand, promote, and contribute solutions in support of the NOAA's R&D enterprise objectives and goals.
  • Provide oversight and guidance of program and policy development, and evaluate program effectiveness and efficiency. Perform budget formulation and implementation for the program office overseeing all resources.
  • Provide overall direction to the program office, overseeing all resources and personnel. Provide supervision and direction to subordinate staff and define organizational objectives and standards; evaluate the work performance of subordinates; interview candidates, recommend appointments, promotions or reassignments; and effect disciplinary measures.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-5 is equivalent to the GS-15.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

EDUCATION:

To qualify for the 1301 series:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education an experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE:

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service.
  • Providing expertise, consultation and guidance in planning and implementing scientific research grant programs;
  • Developing internal policies and procedural guidance pertaining to grants program management;
  • Evaluating the effectiveness and compliance of program management, processes, and policies with governing laws, regulations and/or organization guidance;
  • Developing partnerships with university and college faculty and departments engaged in scientific research; and
  • Planning, evaluating and managing a subordinate staff, such as assigning work, setting priorities, evaluating performance and providing feedback on work assignments.

    You will be evaluated for this job based on how well you meet the qualifications above.
