Summary

Serve as an Intelligence Operations Specialist working in a 24x7 Intelligence Watch within a Sensitive Compartmented Information Facility (SCIF) under the guidance of and in support of the Division Manager, senior analysts, and/or higher level Watch Officers as part of the Intelligence and Threat Analysis Division, within the Office of National Security Programs and Incident Response. Incumbent will assist with performing (though not limited to) the following:

Monitor and evaluate all-source intelligence and information to identify potential threats to civil aviation from terrorists, insurgents, criminal elements, and nation-states, to include cyber threats, unmanned aircraft systems (UAS) threats, and purposeful interference of flight navigations systems (such as Global Positioning System (GPS) enabled systems that may impact the safety and security of the National Airspace System (NAS), U.S. or foreign civil aviation worldwide, and/or future FAA program initiatives. Provide information to the Division Manager, senior analysts, and/or higher-level Watch Officers for final review.

Analyze terrorist tactics, techniques and procedures, to include the use of improvised explosive devices and air defense weapon capabilities, which pose a potential threat to the safety of civil operations worldwide.

Provide time-critical indications and warning support to FAA and Department of Transportation (DOT) leadership, FAA offices and field elements, and industry partners on emerging threats.

Contribute to the support of the Washington Operations Center and the Air Traffic Security Coordinators, who manage the Domestic Events Network, by coordinating the FAA's role in the Secure Flight program from initial receipt of information and assessment from the Transportation Security Administration (TSA) and Federal Bureau of Investigation (FBI) to recommendation for FAA flight monitoring.

Provide operational and tactical-level intelligence, law enforcement information and analysis to maximize the agency's situational awareness in the Air Domain and enhance FAA's operational decision-making and crisis management during aviation incidents.

Build and maintain peer-level liaison relationships within FAA Lines of Business and the DOT, along with counterparts in other national level agencies, including those in the Intelligence Community (IC), Law Enforcement (LE), and DoD communities through daily interaction and information sharing.

As the Intelligence Watch Officer on duty, the incumbent will serve the FAA's initial point of contact for all aviation threats, coordinate with the Division Manager, senior analysts, and higher level watch officers, and facilitate FAA's exchange of information with and responses to queries from other agencies and community partners. Effectively and expeditiously responds to aviation incidents by leveraging information from IC, LE, DoD, Homeland Security agencies, and industry to support FAA incident management and crisis response. Assist the Division staff to provide relevant data and analysis relating to activity in the NAS in support of interagency situational awareness and unified incident response.

Contribute to written products and oral presentations about potential threats to civil aviation that support agency and community partner situational awareness, mitigation planning, and operational decision-making.

Work is directed and reviewed by the Division Manager, senior analysts, and/or higher level Watch Officers for technical compliance and alignment with the requirements of the project or other work activity.

Duties will entail night, weekend and holiday duty working independently, as well as part of a team in a fast-paced environment, and require shift work as part of a 24-hour/7-days a week operations center.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-12/FV-H) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as: Experience analyzing intelligence from multiple sources to develop clear and concise aviation threat information for leadership briefings and written products for internal and external customers.
