Summary

This position functions within the Workforce Analysis Branch (WAB) of the Policy and Strategic Initiatives Division (PSID) of the Human Resources Office. The WAB provides study design, data collection, data analysis, and model (option) development to support the cost containment, policy development and evaluation, and staffing formula development processes for the human resources of the multiple components, except the Supreme Court, of the federal judiciary.

Responsibilities

The WAB provides: ( 1) stringent statistical and empirical processes primarily to provide managers with insight to the number of employees needed to perform required duties, (2) a basis for making cost containment decisions, (3) an objective rationale to justify the judiciary's staffing requests to Congress, and (4) metrics by which to ensure equitable distribution by function and location of the judiciary's human resources. The branch's processes provide studies that are usually national in scope, but can also address local situations. The branch utilizes an enterprise business intelligence data mart and departmental level databases to support the human resources aspects of the judiciary's internal governance structure. The duties of this position include:
  • Deciding upon an appropriate strategy to collect data;
  • Extracting data from existing sources or instigate new procedures;
  • Analyzing and interpret data using statistical tools, algorithms, models and software (e.g. R, SAS, SPSS, Excel, etc.);
  • Designing new statistical models and data collection tools if needed;
  • Identifying patterns, trends, and relationships within data;
  • Presenting statistical reports and data visualizations for diverse audiences;
  • Providing strategic recommendations/predictions and highlight any data limitations;
  • Developing and maintaining statistical tools, databases and programs;
  • Regularly monitoring data quality; and
  • Working closely with key team members and subject experts (e.g. programmers, report writers and database (ETL) managers, IT support, etc.)

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Designing statistically based studies to determine staffing requirements;
  • Reviewing large amounts of raw data using statistical packages such as Statistical Package for the Social Sciences (SPSS), R, a language and environment for statistical computing and graphics and advance Microsoft Excel data analysis tools; and
  • Familiarization with Structured Query Language (SQL) used to communicate with a database.
  • Desired but not required: Desired applicant will have lower division educational coursework in the following:
    • Linear algebra
    • Introduction to probability and statistics
    • Introduction to computer science
