The National Museum of African American History and Culture's primary purposes are to acquire, maintain and preserve objects which document social, cultural, political, military, technological and scientific developments in the United States related to the African American experience; to conduct research in the field of African American history, to publish findings for all audiences; and interpret historical developments through public exhibits and programs as well as digital content.

Responsibilities

As financial management specialist, organizes and carries out a variety of financial management functions for the Office of Operations and assigned departments, including:
  • analyzing and evaluating the effectiveness of Federal and non-appropriated (Trust) financial management programs, systems and operations;
  • performing budget execution and overall financial management of assigned Federal and non-appropriated (Trust) funds for NMAAHC museum store, restaurant and other assigned departments;
  • formulating budgets, projections and justifying budget requests;
  • reviewing and monitoring expenditures to ensure they are appropriate for the funds cited;
  • developing and recommending policy guidance;
  • serving as focal point for training development, introduction and provision for technical guidance to staff on purchasing, contracting and travel regulations, policy and procedures; and
  • approving purchases or services in excess of $10,000.

Qualifications

Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-12 level in the Federal Service or comparable pay band system. For this position specialized experience is defined as performing a wide variety of administrative, analytical, and technical duties connected with the formulation, justification, and execution of budgets; performing budget administration duties for Federal along with either Trust or non-appropriated budget accounts including salaries and expenses; providing written and oral guidance on purchasing, contracting and travel regulations, policy and procedures

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
  • Ability to communicate effectively orally to obtain information and convey results.
  • Ability to organize, monitor, and analyze financial data and records in order to reconcile reports, resolves discrepancies and prepare reports.
  • Skill in using Enterprise Resource Programming (ERP) and FARSIGHT accounting systems.
  • Knowledge of procurement procedures; ability to approve purchase orders up to $10,000, and approve travel authorization vouchers.
  • Ability to communicate effectively in writing in order to obtain information and convey results,
