Responsibilities

  • You will be responsible for tracking and reporting on systemic and application specific security problems in Navy tactical and administrative systems.
  • You will function as a technical expert for information systems security for Cyber Defense related security issues.
  • You will perform help desk support of incident handling and cyber investigations coordinating with Information Assurance Managers (IAMs) and technicians outlining remediation and mitigative strategies.
  • You will attend technical and non-technical briefings and provide informational updates to chain of command on current and future developments of security threats and vulnerabilities to include operational effects and impact on Navy networks.
  • You will communicate using oral and written formats and applicable Navy technical guidance.
  • You will apply analytical methods, practices, principles, and data-mining techniques sufficient to conduct analysis and recommend resolutions to complex issues affecting the Navy Cyber Defensive posture.
  • You will advise and provide on-the-job training as well as assist other team members with cybersecurity proficiency requirements.
  • You will apply technical proficiency using information technology concepts, principles, policies, practices in order to understand customer issues and address with appropriate responsible parties in order to resolve.
  • You will strategically and creatively think while analyzing a multiplicity of data and information from several sources and arrive at logical conclusions and provide trending data and metrics supporting these conclusions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 531 within 6 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • THis position is subject to the Navy random Counterintelligence Polygraph Program and therefore subject to random polygraph testing.


Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled by demonstrating each of the four competencies listed below:
1- Attention to Detail- Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Mitigate network and application specific security problems through Incident handling Methods to ensure security levels and reporting are within required guidelines.
2- Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Develop incident management processes and procedures to resolve customer information technology (IT) issues.
3- Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Brief managers on the condition of an organization's information technology (IT) security program.
4- Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Review results of incident handling details of network cyber security incident/event data for reportable significance, AND qualifying experience would be demonstrated by:
*Experience using network systems management methods including end-to-end system performance monitoring, system security, network architecture and topology, transmission protocols, broadcasting, switching, control and management sufficient to conduct analysis and recommend resolution to complex issues affecting security; evaluate and recommend adoption of enhanced approaches to delivery of these services.
*Experience using IT concepts, principles, policies and practices in order to understand customer issues and address with appropriate responsible parties in order to resolve.
*Experience using computer related operating systems, hardware systems, and network applications and devices, including proxy and stateful packet inspection firewalls, routers, and switches.
*Experience using IT policy and practices in order to advise customer of feasibility and mange realistic expectations in providing customer support and resolving issues.
*Experience or knowledge of incident categories, incident responses, and timeliness or responses as applies through applicable command policies, procedures, and regulations.
*Experience thinking strategically and creatively while reviewing incident/event data and information from several sources to arrive at logical conclusions.
*Experience performing incident triage, to include determining scope, urgency, and potential impact, identifying the specific vulnerability, and making recommendations that enable expeditious remediation.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
-Ph.D. or equivalent doctoral degree OR
-3 full years of progressively higher level graduate education leading to a Ph.D. OR
-equivalent doctoral degree.
