Summary

The duties of the Supervisory Prosthetic Representative (Service Chief) are to administer, supervise, or perform work concerned with rendering prosthetic and sensory aids services to disabled patients. The administrative aspects of the work require an understanding of statistics, budgeting, contracting, procurement, human resources, the National Prosthetic Patient Database, inventory management and a knowledge of the Prosthetic national software package.

Responsibilities

Duties include but are not limited to:
  • Develop local organizational policies and procedures consistent with national policies and procedures
  • Authorize and prepare purchase orders
  • Develop Statement of Work for various types of contracts
  • Serves as Contracting Officer Technical Representative (COR) for the facility's Prosthetic contracts
  • Establish long and short term program goals
  • Coordinates, oversees and evaluates the facility Home Respiratory Care Program. This program includes contract maintenance, prescription practices, patient education, TJC compliance and cost/data analysis of all home oxygen and respiratory service.
  • Works closely with patients and/or caregivers, Pulmonary Medicine clinicians, Hospital Based Primary Care staff and VISN contracted vendors and equipment manufacturers in administering a uniform program in compliance with all required procedures, policies and standards established by the Department of Veterans Affairs, VISN 5 and TJC.
  • Completes and documents quality management monitors for all services related to the Home Respiratory Care Program.
  • Conducts home visits to validate vendor compliance to the contract as a regular part of the VISN's QM/PI Program.
  • Conducts home visits to respond to confirmed patient and/or caregiver complaints regarding contracted services.
  • Conducts inspections of the contracted vendor's establishment. Inspections will address the vendor's TJC program compliance. This will include but is not limited to the inspection of the premises, Department of Transportation logs of vehicle used in transporting oxygen, employee competency and education files and the quality management policy, notes and minutes.
  • Works collaboratively with Home Oxygen Team and other colleagues to ensure compliance with terms of Home Oxygen/HME contract and being adhered to in a timely and accurate manner as stipulated while abiding by all policies and TJC standards.
  • Receive, analyze and process requests for prosthetic equipment and services
  • Identify and select national CMS/ Health Care Procedural Coding System (HCPCS) codes are entered for every item purchased through and/or billed to ensure proper reporting
  • Establish long and short term program goals
  • Responds to a variety of correspondence i.e. contractors, Home Oxygen program issues, congressionals
  • Chairperson in local facility committees, workgroups, teams
  • Assess and provide technical guidance concerning equipment and benefits to beneficiaries and other health care workers
  • Confers with contractors and other health care workers
  • Plan, develop and prepare budget estimates
  • Coordinates specialty programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment, Home Improvement Structural Alterations (HISA)
  • Certifies reconciled payment charges in Integrated Fund Distribution, Control Point Activity, Accounting and Procurement (IFCAP) within 14 calendar days of cardholders reconciliation. Ensures the Approving Official Checklist is completed on a monthly basis for each cardholder supervised.

Qualifications

Basic Requirements:

Experience and Education
  • Experience. Three years of experience that demonstrates: knowledge of accounting methods; ability
    to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation).

Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. Some of these provisions may not apply to this occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation.

Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.

Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.

Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.

Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.

If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Grade Determinations: GS-13
(a) Experience. At least 1 year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

1. Knowledge of national initiatives and/or intra-agency workgroups or committees.
*2. Ability to implement national policies over multiple facilities.
