Responsibilities

As an Information Technology Specialist (Applications Software), you will perform the following duties:

• Oversee consistency in application development and integration of common functionality into enterprise capabilities. Participate in software development governance, monitoring progress of development projects to ensure compliance with established policies and software architectures. Make sure software meets all requirements for quality, security, scalability, etc. Approve all software projects before final deployment. Establish a high standard for code quality by overseeing unit tests, participating in code reviews, reducing cyclomatic complexity, removing code duplication, and debugging software modules.

• Implement code that follows established standards and demonstrate an expert understanding of object-oriented design, refactoring, design patterns, test automation, continuous integration/deployment, concurrency, modeling, versioning, memory management, security, services, data warehousing, networking, inter-process/thread communication, and message queues.

• Assist user documentation and technical support by assembling and providing concise and accurate information regarding software functionality. Oversee enterprise-wide initiatives and perform advanced programming tasks on an as needed basis, contributing to projects that are critical to mission success. Provide task decomposition, documentation and estimates in accordance with an expert understanding of the Software Development Life Cycle (SDLC).

• Communicate to senior management by demonstrating an expert skill in presenting technical concepts. Mentors more junior software developers by leading and influencing technical decisions, development processes, and best practices with an expert ability to explain technical concepts in written and verbal forms.

These duties are described at the FPL ZP-4; the ZP-3 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3/4 is equivalent to the GS-11/13.

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. Qualifications

Applicants must meet all qualification requirements by the closing date of this announcement. Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at http://www.opm.gov/qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the 2210 series:
IT Competencies: Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify at the ZP-3 or GS-11/12 level:
SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience MUST include the following:

• Developing, designing, and implementing cloud and associated software applications; and
• Installing, configuring, testing, and evaluating cloud software, tools, and utilities.

OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

To qualify at the ZP-4 or GS-13/14 equivalent:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicant must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or equivalent to GS-12 in the Federal service. Specialized experience MUST include all of the following:

• Developing, designing, and implementing cloud and associated software applications;
• Installing, configuring, testing, and evaluating cloud software, tools, and utilities;
• Researching problems and issues related to scientific and business applications; and
• Developing analytical solutions through the application of information technology, such as developing algorithms where such algorithms do not exist.

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.     How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
