Summary

The Chief Administrative Office plays a central role in the day-to-day operations of GAO. This Office is responsible for implementing a number of agency-wide programs and overseeing the operation of all CAO unit functions which include finance, human capital, information technology, infrastructure, internal operations and communications, labor management, professional development, and workforce planning.

Responsibilities

  • Develops and implements key elements of the GAO ITP (including written strategies, policies, and procedures) to deter, detect, and mitigate insider threats in accordance with GAO policy and all applicable statutory and regulatory requirements.
  • Identifies, analyzes, and assesses the impact of potential insider threat incidents, malicious activities, and attacks. Advises the Director and GAO senior management regarding potential threats and appropriate mitigation.
  • Interacts with and assists Infrastructure Operations (Security and Emergency Management, Records and Privacy), Information Systems and Technology Services, General Counsel, Human Capital, Labor Relations and other entities to provide analytics in support of formal investigations and labor relations initiatives and /or inquiries to resolve insider threat related matters, grievances, employee misconduct, or violations of law.

Qualifications

Applicants must have 1 year (52 weeks) of specialized experience at the next lower level, equivalent to the PT-II/MS-I/PE-IIA/GS-13 band/grade in the Federal service. Specialized experience is defined as experience working on projects or in operations involving multi-discipline security, intelligence, and information technology concepts, principles, and practices; participating in developing and/or implementing policies and procedures; and making recommendations for program improvements.

All applicants will be rated based on their responses to the assessment questions, in conjunction with the following Knowledge, Skills and Abilities (KSA's):
  • Comprehensive knowledge of the Federal government's established ITP, to include the National Insider Threat Policy, Minimum Standards for Executive Branch Insider
  • Comprehensive knowledge of the Federal government's established ITP, to include the National Insider Threat Policy, Minimum Standards for Executive Branch Insider Threat Programs, EO 13587 Structural Reforms to Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information, and related issuances.
  • Knowledge of information security (including safeguarding of classified and sensitive information, cyber security, personnel security, industrial security, physical security, human capital and counterintelligence principles, products and services in order to assist in implementing a program that establishes capabilities to predict, monitor, audit, detect and mitigate insider threats.
  • Ability to communicate effectively in order to prepare written products (reports, presentations) that convey technical and sensitive program concepts and issues.
  • Expert knowledge of a wide range of analytical, operational, and evaluative methods to assess events, trends, and threat implications as part of the ITP's development, implementation, and management.
  • Skill in gathering, assembling, and analyzing facts; drawing conclusions; conducting analysis; developing recommended solutions; and packaging the entire process in briefings, papers, and reports suitable for senior management use and decision making.
  • Ability to effectively communicate orally in order to convey technical and sensitive program concepts and issues and to provide advice to the Director and senior management. This includes effective communication and interpersonal skills in order to interact with officials to discuss and help settle potentially controversial issues. By way of definition, oral communication may include methods used by employees with disabilities such as sign language interpretations, text-to-speech on TTY technology, and amplification.
  • Ability to establish effective working relationships and partnerships with a wide range of personnel internally and externally.
  • Ability to work independently and collaboratively on a cross-functional team in support of a productive, results-oriented work environment
