Summary

This position is located in National Capital Parks-East, in the Office of the Superintendent.

The incumbent is responsible for managing and coordinating the Park's extensive partnership program activities and overseeing the volunteer and youth programs.

Responsibilities

  • Direct and evaluate all aspects of Partnership, Youth and Volunteer programs in National Capital Parks-East including policy direction, budget, and goal-setting.
  • Exercise the full range of supervisory responsibilities for staff supporting volunteer programs, youth programs, and grants tracking.
  • Manage relationships with existing park partners.
  • Develop contacts with various groups and organizations to garner interest in new stewardship and partnership opportunities.
  • Evaluate alignment and respond to potential interest in new partnerships based on park needs and partner goals.
  • Maintain active relationships with partner, volunteer and youth organizations to ensure continued support and engagement with and/or stimulate interest in the park's resources, issues and activities.
  • Develop innovative financing and funding strategies for the park.
  • Develop/manage grants applications and ensure funding is incorporated into park budget and fiscal decisions.
  • Responsible for all park donation and fundraising activity.
  • Determine best agreement or vehicle for all funding efforts and assist with communications, negotiations, and drafting and monitoring agreements to ensure compliance.
  • Review, analyze and/or prepare briefing papers, evaluations, reports, responses to Congressional requests, and other documents on sensitive policy issues. Brief, advise and solicit feedback from key management officials on issues.
  • Initiate and manage contacts with a wide range of individuals in National Capital Parks-East, other parks, regional offices, other Federal agencies, and a variety of outside organizations and external stakeholders.

  • Appointment subject to background investigation and favorable adjudication.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Subject to evening and weekend work.


Qualifications

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: developing and monitoring grants and agreements; providing guidance, assistance and support to partner-managed operations; preparing budget requests, managing funding from donations or other sources; or planning and coordinating large scale projects or events involving volunteers, youth or partner groups.

You must include hours per week worked.

NOTE: Applicants who are referred to the hiring manager will be asked to provide a writing sample during the interview process.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: No unusual physical demands are required in the job, which includes frequent meetings, attendance at conferences, planning and negotiation meetings and walking during park site visits.

Working Conditions: Work is generally performed In typical office and meeting room settings with occasional exposure to outside elements during project development meetings, site visits, park tours and attendance at special events throughout the year.

The National Park Service has determined that the duties of this position are suitable for tele-work and the selectee may be allowed to tele-work with supervisor approval.

You will be evaluated for this job based on how well you meet the qualifications above.
