LMI, a not-for-profit strategic consulting organization focused on the federal government, is seeking a Senior Planner. This position is located in the National Capital Region. With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the US, DHS has taken steps to integrate the full range of its radiological/nuclear, chemical, and biological threat detection programs. As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) requires consulting and program management support that can reinforce and better enable a more dynamic and operationally-focused DHS strategy. The person selected for this position will be directly supporting the Policy and Plans Directorate which is the office of primary responsibility within DHS for all national-level policy development and coordination on WMD; health security; food, agriculture, and veterinary defense; and related matters. The person shall leverage subject matter expertise and organizational business processes to support the government in tasks related to planning. Please note:This position will be located on a client site. Finalists must be able to pass a DHS Suitability Check and Secret Clearance. Responsibilities Development and coordination of steady state and contingency plans for DHS on WMD, technical nuclear forensic, health security, and related matters (eg the Inbound and Domestic R/N Plan).Coordination of, and participation in, development of external operational and contingency plans related to WMD, technical nuclear forensics, health security, and related matters (eg the CWMD Office's participation in the Southern Border Approaches Campaign Plan).Assisting DHS Components to develop operational or contingency plans related to WMD, technical nuclear forensics, health security, and related matters (ie Component annexes to DHS level plans).Support to the PPD Director and CWMD Office in the DHS Operational Planning Executive Steering Committee.Provide oversight and management of the Department's responsibilities pursuant to Homeland Security Presidential Directive 9 (HSPD-9) - Defense of United States Agriculture and Food.Provide capabilities to assist in government HSPD-9 responsibility areas to include, but not limited to, the following:Developing biological threat awareness capacity for detection of attacks.Expanding and continuing vulnerability assessments of the agriculture and food sectors.Developing and implementing mitigation strategies to protect vulnerable critical production nodesEnsuring adequate local response capabilities for potential terrorist attack on agriculture, disease outbreak, or natural disaster.Developing a coordinated agriculture and food-specific standardized response plan.Establishing information sharing and analysis mechanisms in cooperation with appropriate private sector entities.Establishing university based centers of excellence in agriculture and food security.Provide oversight and integration of the Department's activities related to veterinary public health, food defense, and agricultural security.Lead the Department's policy initiatives relating to food, animal, and agriculture incidents, and the impact of such incidents on animal and public health.Lead the Department's policy initiatives relating to overall domestic preparedness for and collective response to agricultural terrorism.Coordinate with other Department components, including US Customs and Border Protection, as appropriate, on activities related to food and agriculture security and screening procedures for domestic and imported products.Coordinate with appropriate Federal departments and agencies.Apply operational research and planning analysis processes and technical techniques to provide the services required.Leverage subject matter expertise and organizational business processes to support the government to provide DHS components steady state and contingency plans for WMD and health related matters. Qualifications Basic Qualifications:Master's degree in a relevant fieldAbility to obtain high-level clearance and DHS suitability clearance10+ years experience performing planning analysis.Must have at least 8 years of specialized experience in areas such as WMD contingency planning, WMD Operational planning, and long term strategic planning.
