Minimum Qualifications

Education
  • Bachelor's Degree in Horticulture, Business Management, Facilities Management or a related field
    • In lieu of Bachelor's degree, a High School Diploma or GED and four (4) years of management experience in an organization responsible for the janitorial or landscape maintenance of facilities or related field

Experience
  • A minimum six (6) years of management experience in an organization responsible for janitorial or landscape maintenance of facilities or related field

Certification/Licensure
  • Possession of a valid District of Columbia, Maryland or Virginia motor vehicle operator's permit issued from jurisdiction of residence

Job Summary

The Superintendent, Grounds Maintenance and Custodial (GMAC) role is a technical and program management, administrative and supervisory work involving the planning, scheduling, managing, coordinating and establishing of work priorities for GMAC maintenance activities system-wide. Incumbent has authority, accountability and responsibility for the effective and efficient management of these major activities. In addition, the incumbent effectively directs, implements and monitors a large staff and high dollar budgets for janitorial and landscape maintenance at rail stations and support facilities. The Superintendent of GMAC works closely with mid-level and senior staff members of BUS, RAIL, Engineering and other senior administrative and technical staff throughout the Washington Authority Area Transit Authority (WMATA). They also work with various public and governmental organizations that interact with WMATA. The incumbent has extensive latitude to carry out assignments exercising independent judgment and action to initiate and implement appropriate policies and procedures.

Essential Functions
  • Supervises subordinate staff; recommends, hires and terminates subordinate staff; executes disciplinary actions, resolution of grievances, assigns duties, directs work, approves leave requests and time sheets, and ensures required subordinate training is completed. Establishes work plans for subordinates against which they are measured and conducts performance evaluations based on these work plans.
  • Directs the investigation and response to various inquiries and, may represent the Assistant Director and the Director of PLNT to local jurisdictions and the general public within the assigned areas of responsibility. Conducts and participates in meetings and conferences and may prepare and give presentations in forums where the public and governmental bodies are in attendance.
  • Oversees the effective and timely response to severe weather and other emergencies. Establishes and implements effective GMAC facilities inspections and maintenance program for WMATA. Ensures the continuous safe and efficient operation of all affiliated facilities. Ensures that contingency plans are established, employees are trained, and appropriate equipment is available in the event of an emergency to ensure the timely restoration of normal system operations. Ensures that facilities and grounds are maintained according to Authority standards.
  • Interacts with public information and various governmental, regulatory and legislative agencies in response to information requests, the acquisition of permits and licenses, and regarding code compliance, regulations, and laws pertaining to the performance of the assigned area of responsibility.
  • Prepares annual and long-range forecasts for budgetary and other management purposes for assigned activity. Prepares and presents oral/written reports, and recommendations for PLNT's senior management staff and others within areas of assigned responsibility as may be appropriate.
  • Conducts periodic staff meetings to ensure enhanced communications and effectiveness among GMAC employees. Discuses complaints and grievances with employees or their representatives, attempts to resolve complaints in accordance with sound employee relations practices and operating requirements. Provides assistance to the WMATA Office of Labor Relations.
  • Provides procedures for selection and locations of work, vacations and assignments of maintenance personnel. Evaluates and discusses performance of personnel recommending laudatory or disciplinary action as appropriate. Coordinates and assists the Office of Talent Management in the development of supervisory and other training programs. Ensures that effective facilities maintenance training programs are successfully implemented.
  • Makes periodic reports and conducts personnel evaluations through field observation and contact. Evaluating various operating performance reports and data, identifies trends and ensures adherence to the budget. Makes recommendations to create and revise policy and procedures for programs affecting service within the area of assigned responsibility.
  • Attends and passes the required training classes and continuously learns best practices for working safely and efficiently. Performs assignments and ensures subordinates perform assignments according to established safety practices and maintenance guidelines.
