Summary

The position is located in the National Institute of Mental Health (NIMH), Office of Management (OM), Ethics Branch. The mission of the Ethics Branch is to provide advice, education, and training to NIMH employees to minimize the potential for conflict of interest. The Ethics Specialist both carries out the activities of the Ethics Branch and supports management of the overall ethics program.

Responsibilities

  • Manages all aspects of the public and confidential financial disclosure program.
  • Serves as a liaison to the Committee Management Office for the review of ethics matters.
  • Performs technical review and conflicts analysis of financial disclosure reports and other ethics request.
  • Writes memos related to recusals, waivers, authorizations, and other ethics matters.
  • Prepares and conducts ethics-related training for NIMH employees, including ethics staff.
  • Provides advice on the interpretation and application of ethics statues, regulations, policies to NIMH staff.

Qualifications

You qualify at the GS-13 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector, performing the following types of tasks: interpreting and applying ethics statutes, regulations, and policies; conducting conflict of interest reviews, including financial disclosure, recusals and gift exceptions; providing advice on possible conflict of interest violations; and prepare and conducts ethics-related training.
