Responsibilities

If selected for this position, you will perform the following:
  • Serve as a first level supervisor with full delegated authority to plan, direct and supervise lead agents and subordinate staff and its operations.
  • Perform simplified acquisitions from cradle to grave, which may include formal advertisement; negotiation, award, termination monitoring, price/cost analysis, review of complex invoices, modification, performance monitoring, etc.
  • Apply analytical and management methods and techniques to issues or studies concerning the efficiency and effectiveness of purchasing operations.
  • Perform cost or price analysis for acquisitions, proposals, termination settlements.
  • Negotiate terms and conditions such as prompt payment and quantity discounts, delivery terms and respond to contractors' requests for waivers or deviations from contract terms.
  • Provide advice and guidance on appropriate policies, procedures, and mechanisms when required.
  • Establish and ensure adherence to a records management system to assist in the management and control of simplified acquisitions program.
  • Research and develop a wide range of reports and analyses.

Qualifications

Basic Requirements:

Must have completed a 4-year course of study leading to a bachelor's degree with a major in any field; OR have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR occupied a GS-1102 position on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.

Additional Requirements:

You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service: Examples of qualifying experience includes: performing recurring assignments in support of a local installation or in a centralized procurement activity; procuring supplies or services primarily through formal advertising, or through limited use of negotiation techniques; and/or evaluating bids or proposals for compliance with specifications or purchase descriptions and applicable clauses.

OR

Have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management;ORHave a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
