The Maryland Department of Transportation's Maryland Transit Administration (MDOT MTA) is seeking aA' Lead Procurement Officer. The right leader will be responsible for providingA' leadership of Procurement Operations in formulating and achieving public transportation goals and objectives.The Lead Procurement Officer is responsible for planning, directing, and coordinating the procurement activities of the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) Contracts Division of the Office of Procurement.A' The job duties include, but are not limited to, the following:Preparing highly technical and complex specifications, contracts and solicitation documents including all related research and value analysis;Providing direct support and assistance to the Director and Deputy Director, Office of Procurement, as well as giving guidance and direction to other MTAA' procurement staff and contract managers;Developing, soliciting, evaluating, negotiating, and awarding procurements specific to the Office of Procurement, for the MTA;Advertising procurement opportunities, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, conducting vendor debriefings, and formally responding to protests regarding proposed awards;Researching materials and/or presenting testimony for MDOTA' regarding submittals to the Board of Public Works (BPW);Managing the development of contract specifications, contract modifications and contract renewals, Request for Proposals, Invitations for Bids, addenda, Sole Source Justifications, bid withdrawals, etc.;Directing the preparation of detailed reports relating to required participation in minority/disadvantaged business enterprise programs or other specialized procurement activities.The incumbent will report directly to the Deputy Director of Procurement.A' A' The position is located in Baltimore City, Maryland.QualificationsPREFERRED QUALIFICATIONS:Education:A' Possession of a bachelor's Degree from an accredited college or university.A' Experience:A' Seven years of professional procurement and/orA' contract management experience. It is strongly preferred that atA' least fourA' of the seven years of required experience includes the ongoingA' performance of professional procurement functions such as: developing, soliciting, evaluating, negotiating and awarding procurement contracts, while ensuring compliance with Federal and State procurement laws, regulations, and conditions.A' SupervisoryA' Experience:A' A' Two years of formal supervision of other employees while performing within the preferred experience indicated above.A' A' The ideal candidate will possess:Previous experience with procurement of Construction, Architectural/Engineering, Service or Maintenance Contracts within a Maryland State Agency.A' Consideration for employment may be based solely on the contents of your application; therefore,A' it is essential that you provide complete and accurate information.A' Please include all relevant experience on your application.A' This includes, but is not limited to, full or part time, volunteer, military, acting capacity, or any other experience that is relevant to which you areA' applying.If you have heldA' more than one (1) position at the same employer, please list each position that you held and the length of time that you held each position.NOTES:A' 1.A' Professional or paraprofessional procurement or contract management experience may be substituted on a year-for-year basis for up to four years of the required education.A' 2.A' Additional graduate education at an accredited college or university may be substituted at the rate of thirty credit hours for each year of the required non-supervisory experience.A'
