LMI, a strategic consulting organization focused on providing solutions to the federal government, is seeking a Senior Cost Analyst to support Office of the Secretary of Defense (OSD) Office of Cost Assessment and Program Evaluation (CAPE) with experience relating to cost estimating and analysis on DoD major systems or programs including weapons systems; operations, logistics, and sustainment costing; cost estimating relationships (CER), parametric, analogous, and engineering buildup estimation techniques; as well as building libraries of cost elements, and developing Basis of Estimates (BOE). Cross service (Army, Navy, Air Force, Marines, OSD, Joint) experience is a plus. The mission of OSD-CAPE is to provide the Department of Defense (DoD) with timely, insightful and unbiased analysis on resource allocation and cost estimation problems to deliver the optimum portfolio of military capabilities through efficient and effective use of each taxpayer dollar. This effort will oversee development of a data platform, Enterprise Visibility and Management of Operating and Support Costs (EVAMOSC), that will address known issues with operations and support cost data completeness, accuracy, granularity, and reporting frequency. Responsibilities Apply knowledge of DOD cost estimating and cost analysis to support design and development of EVAMOSC Understand DOD data elements used for cost estimating including source systems and how it is applied Candidates for these positions must demonstrate excellent verbal and written communication skills and usage of the English language. Qualifications Required The Senior Cost Analyst is required to have a minimum SECRET clearance. Senior cost analysts will have at least a MS degree from an accredited institution in either Operations Research, Applied Mathematics, or Industrial Engineering, or a related field. The Senior Cost Analyst will have a minimum of 10 years' experience in DoD business cost analysis and cost policy. The designated Senior Cost Analyst will have experience with DoD in cost estimating methodologies, cost analysis techniques, and maintenance Enterprise Resource Planning (ERP) systems. Desired It is desired that the contractor's Senior Cost Analyst has worked in weapons system cost estimation Experience in preparing estimates for the O&S portion of the weapon system lifecycle. Experience with operating in NIPR environments Experience working with EVAMOSC stakeholder communities: OSD-CAPE, Cost, Financial Management, Acquisition, Logistics, Maintenance, and Product Support. Experience or familiarity with DoD, US Army, and/or Marine Corps financial and logistic processes
