Summary

The incumbent serves as Associate Director for Flight Programs within the Earth Science Division (ESD), Science Mission Directorate (SMD), reporting to the Division Director. The Incumbent is responsible for implementation of the Earth Science Division's (ESD) ~$1.2 Billion per year flight program portfolio.

Responsibilities

  • Guides and directs ESD's highly skilled Program Executive staff, ensuring programs and projects are well formulated, properly executed and achieve technical requirements within budget and schedule.
  • Responsible for robotic missions, including mission formulation and continuing through design, development, launch, and mission operations and data analysis.
  • Coordinates the establishment of program-level mission and science requirements to meet NASA's strategic objective in Earth Science in advancing our scientific understanding of Earth as a system and its response to natural and human-induced changes
  • Serves as the Program Director for the Earth Systematic Missions and Earth System Science Pathfinder programs.
  • Leads, plans, organizes, budgets and directs program activities; approves program and project plans; directs implementation of the program; and assesses and evaluates flight program design, development, schedule and technical performance.
  • The incumbent's purview includes technologies and capabilities that enable ESD missions. The incumbent will also recommend to the ESD Director new missions for approval.

Qualifications

SES Technical Qualification Questions
1. Extensive knowledge of the scientific, engineering, and management activities associated with space flight mission and ground data system development, operations, and applications and experience executing end-to-end space flight missions.

2. Demonstrated experience providing day-to-day leadership and organizational management of both people and teams and operations/programs in a fast paced and dynamic environment. Management includes guiding teams and staff and experience developing and meeting program/project requirements, establishing associated schedules and resource requirements, and executing within allocated budget and schedule.

3. Experience monitoring technical and programmatic progress to identify issues as they emerge, providing guidance in resolving issues, and working with the implementing project to find constructive solutions to problems.

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Candidates must also demonstrate qualifications in the managerial and technical areas noted below. Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.
