This position serves as a Program manager supporting the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) domain within the Acquisition Directorate (CG-9).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Developing, maintaining and complying with all program related plans and documentation ensuring compliance with the major Systems Acquisition Manual, COMDTINST M4150.2 series and Level 3 Non-Major Acquisition Process (NMAP) Manual, COMDINST M5000.11 series.
  • Reviewing and participating in long and short range plans, resource projections, priorities, justifications, etc.
  • Directing a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to Program Executive Office (PEO) long-range planning.
  • Translating management goals and objectives into effective operations and establishes control systems and progress reporting requirements that monitor production goals or program priorities.
  • Coordinating requirements among the sponsor (CG-7) and all Technical Authorities in the formative stages of new project initiation, project design, project implementation, and management of ongoing concepts.
  • Evaluating overall staffing needs and forecast future needs in conjunction with the Program Executive Office (PEO).

Occasional travel - 25% or less travel may be required.

To be considered at the GS-15 level: Applicant must have one year of specialized experience equivalent to at least the GS-14 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: knowledge of program management, acquisition and organizational analysis principles, methods, analytical methods, interpersonal relations practices; planning, programming, and budgeting regulations, guidelines and processes to prepare long and short-range planning guidance; strategic and performance planning in the Federal Government i.e., Government Performance and Results Act of 1993 (GPRA); managerial and supervisory techniques sufficient to successfully lead and define activities, tasking responsibilities and timing of events; and knowledge of C4ISR Systems or C4IT.

  • Knowledge of managerial and supervisory techniques sufficient to enable to successfully define activities, tasking responsibilities and timing of events.
