Responsibilities

The position serves as Lead HR Specialist for a team responsible for payroll processing. Typical assignments include:

- Lead the Payroll team by identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.
- Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
-Provide a variety of technical and advisory support services with regard to human resources systems including the National Finance Center (NFC) personnel and payroll system, WebTA and other related systems.
-Review and process a variety of actions involving difficult and complex payroll, HR and legal issues such as pay garnishments, educational loans, bankruptcy, debts owed to the United States Government, and alimony.
- Perform program operations involving the most difficult, complex and legally contentious actions associated with employee pay.
- Develop various procedures and practices that promote effectiveness of NFC activities and provide prompt and efficient service.
- Provide training to NFC users on the effective utilization of the system and prepare operating instructions and job aids.

Qualifications

GS-13: To qualify for the GS-13 level, applicants must have at least one full year of specialized experience equivalent to the GS-12 level in federal service providing technical and advisory support services on the National Finance Center (NFC) personnel and payroll system; advising on personnel actions involving complex payroll issues such as pay garnishments, educational loans, bankruptcy, debts owed to the United States Government, and/or alimony deductions; and providing leadership and training to others on the NFC system and complex payroll related topics.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
