Responsibilities

The incumbent provides confidential legal and policy advice primarily in the area of procurement law, and may also provide advice in government ethics and general law, such as, labor and employment, fiscal, rules of professional conduct for attorneys, travel, and information law (e.g. intellectual property, data rights, government records, information security, privileges, privacy and FOIA).

As a CN-60 (equivalent to GS-14) Attorney-Advisor, you will:
  • Independently research and analyze relevant complex Federal and state laws, regulations, Executive Orders, OMB and other government-wide directives and memoranda. May lead teams in the research and analysis of relevant subject matter.
  • Counsel clients, including senior Bureau staff and occasionally executives, with respect to legal compliance, litigation risk, and other issues.
  • Plan, research, and analyze legal issues arising from policy options and CFPB procedures. Develop tactical and strategic plans for straightforward and somewhat complex proposed actions and agency activity.
  • Draft for review proposed agency decisions and provide legal guidance and advice as a recognized expert in a given legal specialty area.

1. Professional law degree (LL.B. or J.D.) of an accredited law school.

2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

3. Specialized Experience: Applicants must have specialized experience at the next lower grade level, or equivalent, that has equipped them with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Requires demonstrated research and analytical ability, public policy interest, and strong oral and written communication skills.
-- Experience specified in the duties section of this announcement; AND
-- Experience reviewing solicitation and contract packages while applying and interpreting federal procurement laws, regulations, policies and procedures; AND
-- Experience in Government contract litigation to resolve Federal Government Contract protests and disputes is strongly desired.

In addition, you must have:
Four years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable,

You must have one (1) year of specialized experience at the CN-53 level (equivalent to the GS-13 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.

Education

Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.

CONDITIONS OF EMPLOYMENT:
