Summary

The incumbent serves as the Chief Management Officer and directs activities and programs within the Office of the Director, including the Policy, Analysis, and Statistics Division (PASD), the Office of Legal Access Programs (OLAP), the Office of Equal Employment Opportunity (EEO), and the Office of the Ombuds. In addition, the Chief Management Officer provides advice and technical assistance on key legal, policy, operational, and program issues of EOIR.

Responsibilities

Duties include but are not limited to the following:
  • Acts as principal advisor to the Director and Deputy Director in the planning, management, and directional support of the Agency.
  • Reviews legal, policy, and operational issues emanating from agency components and programs and develops and implements solutions to problems.
  • Reconciles differences which may arise in the administration of programs.
  • Speaks for the Director or Deputy Director when dealing with component heads and senior staff regarding changes in policies and program emphasis and advises the Director or Deputy Director of legal and policy conflicts.
  • Conducts extensive coordination of special staff actions and provides extensive coordination and integration of special programs, working with all applicable elements within and outside the organization to implement managerial and programmatic decisions and/or recommendations.

Qualifications

In order to qualify for the Chief Management Officer position, you must meet the following minimum qualifications:

Education: Applicants must possess a Bachelor of Laws (LL.B), Master of Law (LL.M.), or Juris Doctor (J.D.) degree.
-AND-
Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of a U.S. state, territory, Puerto Rico or the District of Columbia (include the date of your admission to the bar).
-AND-
Experience: Applicants must have a full seven (7) years of post-bar experience as a licensed attorney with at least one year of experience at a level equivalent to the GS-15 in the Federal service.

Mandatory Technical Qualification Requirements:

In addition to the ECQs above, qualified candidates must possess the following technical qualifications. Possession of these technical qualifications must be clearly documented in your application package and should be addressed separately.

1. Demonstrated managerial skill in the context of directing critical program areas to effectively direct teams in the development and implementation of innovative analysis of new, emerging and unprecedented issues and matters; and the development of authoritative responses to questions related to immigration law, immigration court practice, data analysis, and civil rights.
2. Demonstrated experience to conceive, implement, and successfully lead a wide range of divergent programs, including policy/advisory services, legal analysis, data analysis, legislative affairs, and civil rights.
3. Demonstrated experience communicating through effective negotiation and conflict resolution with internal and external stakeholders in relevant program areas.

The Board will refer the top applicants to the selecting official for consideration.
