The Office of Professional Responsibility (OPR) was established by order of the Attorney General to ensure DOJ attorneys and law enforcement personnel perform their duties in accordance with the highest professional standards expected of the nation's principal law enforcement agency.

Responsibilities

The Counsel for Professional Responsibility reports directly to the Deputy Attorney General.

Under the Counsel's direction, OPR attorneys review allegations of attorney misconduct involving violations of any standard imposed by law, applicable rules of professional misconduct, or Departmental policy.

The office investigates allegations of misconduct against Department law enforcement personnel that relates to allegations of attorney misconduct within the jurisdiction of OPR.

When warranted, under the supervision of the Counsel, OPR conducts full investigations of such allegations, and reports its findings and conclusions to the Deputy Attorney General and other appropriate Department of Justice officials.

The incumbent is also responsible for management the Department's relationships with state bar disciplinary organizations, and identifying significant trends in allegations of attorney misconduct.

The incumbent provides recommendations to the Deputy Attorney General on necessary changes in policies or procedures that become evident during the course of internal inquiries review or initiated by the office.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be embedded/addressed within your resume not to exceed seven pages.

MTQ 1. Demonstrated experience in federal litigation and investigating, analyzing and evaluating complex legal issues and matters involving violations of law, regulations, orders or applicable standards of conduct.

MTQ 2. Ability to formulate and implement policies and ability to communicate findings and recommendation to high-level officials.

MTQ 3. Demonstrated knowledge of Rules of Professional Conduct and the Federal Rules of Procedure.

IN ADDITION, YOU MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs) EVIDENCE WITHIN YOUR RESUME NOT TO EXCEED SEVEN PAGES:

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

OFFICE OF PERSONNEL MANAGEMENT (OPM) REVIEW AND APPROVAL: OPM is required by law to review the executive qualifications of each new appointee to the Senior Executive Service (SES) prior to appointment. Education

You must be a graduate from a law school accredited by the American Bar Association.

BAR STATUS

You must be a member in good standing of a bar of a state, the District of Columbia, or United States territory.

The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career Senior Executive employee (Title V) must be approved by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period.
