Responsibilities

The Secret Service is seeking to hire a professional to serve as the lead consultant on Statistical Methods by overseeing, directing and coordinating the development, modification and maintenance of automated and analytical statistical/research tools to accomplish workforce planning, analysis, and forecasting. Duties may include:
  • Integrating information from all Secret Service offices to develop occupational employment capability strategies for each component of the Secret Service;
  • Designing, developing and maintaining workforce models to forecast and project the size and flow of the workforce. Using models to measure, track and report general allocations and make recommendations on the size and distribution of the workforce;
  • Developing specifically tailored statistical tools to support workforce planning and analysis in the areas of Human Resource Forecasting and Analysis, Human Resource Strategy Development and Plans and Workforce Development Programs;
  • Developing and maintaining a 1-5 year projection of workforce occupations to develop multi-year requests for positions/funding;
  • Participating in problem solving discussions with counterparts, subject-matter experts and senior management officials of the Secret Service, the Department of Homeland Security, the Office of Management and Budget and other agencies;
  • Developing hiring, succession and associated plans to meet human resource requirements as well as current and future workforce requirements based on a myriad of internal and external factors;
  • Conducting the full range of quantitatively oriented studies that may involve highly sensitive issues of major importance to the Secret Service programs and operations;
  • Designing, planning and executing employee surveys and determining appropriate methods for data collection, verification, adjustment and weighing of data, and establishing and applying methods for evaluation of the accuracy of results; and
  • Presenting recommendations orally and in writing to management and operating officials to gain acceptance of recommendations.

Duties could include utilizing database systems like Integrated Database Management System/Relational (IDMS/R) and ORACLE; and reading and interpreting logical records, data dictionaries and schemas using the systems such as Statistical Analysis System (SAS) and BASE, ACCESS, and STAT.

Qualifications

You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade level and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

Specialized experience is defined as performing such duties as:
  • GS-14: Designing, developing and maintaining workforce models; developing specifically tailored statistical tools to support workforce planning and analysis; designing, planning and executing employee surveys and determining appropriate methods for data collection, verification, adjustment and weighing of data, and establishing and applying methods for evaluation of the accuracy of results; conducting the full range of quantitatively oriented studies; presenting recommendations orally and in writing to management and operating officials; and utilizing automated systems/databases to support analysis.

OPMs Individual Occupational Requirement (IOR) is defined as:

Basic Requirements:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  • Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance
