Summary

This position serves as the Chief, Policy, Programs, Security, and Intelligence Division for a Department of Defense (DoD) Special Task Force (TF). The TF is responsible for developing and implementing long-range strategic concepts, policies and plans for National Security Emergency Preparedness.

Responsibilities

As the Chief of Policy, Programs, Security and Intelligence Division, the incumbent will be responsible for leading a team of security professionals with responsibility to develop, establish guidance, conduct risk management, and implement programs for the TF in the following areas to support National Security Emergency Preparedness: Physical Security, Industrial Security, Communications Security, Operations Security, Cybersecurity, Security Architecture, and Signature Reduction.
  • Serves as the Program Security Officer and senior security advisor and provides authoritative interpretations of policies and precedents and provides expert, strategic advice to the TF Director, staff, and senior government officials on all security and protection matters.
  • Organizes and directs studies on risk assessment and vulnerability and develops long-range, strategic plans, forecasts, and recommendations. Oversees the Development of alternate methods to enhance efficiency of security and protection measures.
  • Represents the TF in meetings with high level officials from the Department of Defense, other department and agencies, vendors, and members of external organizations, etc. advises leadership on National Security Emergency Preparedness and operational readiness programs.
  • Provides leadership in developing and refining broad-based strategies to improve overall operational effectiveness and efficiency of existing programs, policies, and procedures.

The successful candidate should have senior level expertise (at least one year of specialized experience, equivalent to the GS-15 grade level in the Federal Government) in at least four of the following functional areas: Physical Security, Industrial Security, Communications Security, Operations Security, Cybersecurity, Security Architecture, and Signature Reduction. The selectee must operate well under pressure, be capable of mutli-tasking, and be comfortable dealing with senior leaders and high-level officials. The ability to portray a positive, proactive, diplomatic and professional demeanor with partners and clients is critical.

To qualify as a Defense Intelligency Senior Leader (DISL), applicants must address the following MANDATORY TECHNICAL QUALIFICATIONS in a written document (no more than 5 pages):

Technical/Professional Achievements (20%)

The candidate should have the demonstrated ability to formulate concepts, develop techniques and methods, and make fiscal, logistical, contractual or other major contributions to improvements in management and infrastructures. Inherent in this qualification is expertise, problem-solving ability, innovative research, and acquisition of expertise in other disciplines. The candidate should have the demonstrated ability to meet organizational goals and customer expectations. The candidate must have strong conceptual skills and be able to translate requirements into actionable priorities. Further, the candidate must be able to strategically manage resources in a manner which balances constraints with mission needs.

Technical/Professional Development of Others (20%)

The candidate should have the demonstrated ability to develop the next generation of experts. The candidate should demonstrate the transfer of skills and knowledge to others to include specific expertise as well as intangible skills such as how to approach problems, how to balance risk against the chance of success, how to communicate effectively, etc. Activities which demonstrate competency may include: formal and informal mentoring, participation on boards/panels of significance to the technical community, activities aimed at conveying knowledge (seminars, teaching, informal training on the job, etc. ).

Technical/Professional Leadership/Decision Making (20%)

The candidate should have the demonstrated ability to influence management, make decisions, direct complex technical/operational efforts, spearhead critical technical/operational efforts, influence direction of technical/operational projects, and have impact with decisions. He/She should be able to demonstrate good stewardship of resources and the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks.

Continued Technical/Professional Development (20%)

The continuous enhancement of technical/professional skills and knowledge is imperative. Formal training, "stretch" assignments, research and writing projects, interaction with experts, and other activities appropriate to the particular discipline are examples. The following will be taken into consideration: standing in the field (internal and external as appropriate), increased ability to understand and deal with complexity, increased ability to relate narrow technical specialties to the broader needs of the organization, and efforts aimed at deepening technical expertise.

Leading the Intelligence Enterprise (20%)

The candidate must be able to share information and knowledge to achieve results by creating an environment that promotes employee engagement, collaboration, integration, knowledge sharing, and the candid, open exchange of diverse points of view. The candidate must understand organizational responsibilities in relation to the larger Intelligence Community strategic priorities. This perspective is shaped by experience and education and characterized by a strategic, top-level focus on broad requirements, joint experiences, fusion of information, collaboration, and vertical and horizontal integration of information. The candidate must be able to lead people toward meeting the organization's vision, mission and goals. The candidate must be able to achieve desired outcomes through collaboration, negotiation, communication and keen diplomatic and political acumen. The candidate must be able to build solid relationships with stakeholders, leadership, clients and partners to achieve common goals.
