Summary

This position is located within the Office of the Administrator (A), Administrative Services Division (ASD), Property, Supply and Transportation Department,(ASSP), of the National Gallery of Art (NGA). The Employee serves as the Support Services Specialist and reports to the Support Services Supervisor. The primary purpose of this position is to assist in the planning, organizing of property and supplies and the inventory, disposal, and property movement of assets for the Gallery.

Responsibilities

The incumbent:
  • Assists the supervisor in the coordination and performance of a variety of property, supply, administrative, and support services functions.
  • Assists the supervisor with distributing work among junior property and supply employees and contractors in accordance with established work schedule, job specialization, and customer requirements and to ensure the timely accomplishment of assigned workload.
  • Performs as the senior lead in most aspects of the property and supply operations.
  • Carries out work processes required to assist with the management of accountable property records.
  • Performs administrative functions related to the property and supply department.
  • Serves as a purchase cardholder for the department.
  • Serves as alternate backup for the receiving clerk at the NGA warehouse.
  • Upon receipt of a shipment, makes preliminary inspection to detect package/container damages and/or quantity shortages.
  • Assists the mail room with the receiving and sorting of incoming mail, and delivering mail and packages when necessary.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

Candidates must meet the Qualifications Standards Handbook requirements for the GS-342-7 . This requires at least one year of specialized experience equivalent to the GS-06 grade level in the Federal service, performing the following: using Adobe Photoshop, InDesign, or Ilustrator to manage a printing operation, AND using NEOPost's Mail Management System (MMS) to handle mail operations.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.
  • Must have general knowledge of the Federal Personal Property Regulations.
  • Must have basic knowledge of procedures, practices, methods, and techniques relating to Federal personal property activities such as physical receipt, custody, inventory, distribution, storage, transportation, cataloging maintenance, and disposal.
  • Must demonstrate general knowledge of physical characteristics of supply and property items and systems for cataloging and classifying such items to ensure proper identification for management purposes.
  • Must have general knowledge of the acquisition processes, automated records and control systems as they relate to procurement, storage, issue and disposal of personal property.
  • Must have general knowledge of computer skills, including Microsoft Word, Excel and Access.
  • Must demonstrate knowledge of operating material handling equipment, including forklifts and electrical pallet jacks to move equipment, furniture and materials within and outside of the Gallery campuses.
  • Must have the ability to communicate clearly and concisely (oral and written) with all levels of an organization, other federal agencies, and outside contractors to provide and/or obtain information needed to carry out the property and supply functions.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
