You will serve as the Design Production Director (DPD) in the Engineering & Design Division, Capital Improvements Business Line, of Naval Facilities Engineering Command Atlantic, located in Norfolk, VA.

Responsibilities

  • You will serve as supervisor for diverse and highly technical supervisory engineers and architects.
  • You will provide leadership for multi-discipline design teams and provides a central source of technical information and advice across disciplines and business lines.
  • You will provide expert mentoring, guidance, advice and direction to design engineers, architects, interior designers, cost estimators, program managers, construction managers, program analysts and others who operate as a team.
  • You will evaluate/monitor workload, including critical project priorities, deadlines and schedules and assigns manpower and resources to execute projects and accomplish tasks assigned by higher authority.
  • You will be accountable for all designs prepared by the CI Core, both by in-house (QC) and by AE consultants (QA), to ensure their conformance with Navy and Department of Defense technical guides, criteria and sound design and construction practices.
  • You will supervise TDLs/TDMs for community management and succession planning of the various design disciplines.
  • You will analyze building systems loading, determine program requirements, ensure compliance with applicable criteria, and support the field through post construction award services (PCAS).
  • You will perform or lead process improvements or assist with policy revisions, and communicate process issues and guidance with FEC technical leaders across CI Business Line.
  • You will be the Command point of contact on appropriate use of Design Build (DB) and Design Bid Build (DBB) acquisition strategies, as well as In-House (IH) execution to maintain competencies.
  • You will provide reachback support and program oversight, and participate in execution meetings to ensure workload is tracking to schedule. Informs higher authority of any design schedules which slip.

  • You must have a current registration as a Professional Engineer (PE) or Architect (RA) from any state, District of Columbia, Guam or Puerto Rico.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field - Facilities Engineering - Level III. Certification is required within 24 months of appointment.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement you MUST provide a copy of your current registration with your application.

In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) managing or assisting in the management of a diverse team of interdisciplinary planners, architects, engineers and other professionals and technicians engaged in the execution of facilities projects, adhering to cost, quality, and schedule requirements; 2) providing technical consultant-level support for planning, design, construction, and environmental programs associated with complex industrial and operational facilities and equipment; 3) identifies resource requirements for projects (manpower and dollars) and recommends appropriate changes to solve complicated technical, budget or resource issues; 4) prepare and present high level reports/briefs on project status, including recommendations for solutions to problems involving project scope, funding, etc.

Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.

OR

Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
