Summary

Joining the Secret Service, Office of Enterprise Readiness, Administrative Operations Division will allow you to perform a variety of analytical, technical and financial management duties in the formulation, tracking, and execution of the financial management portion of the division's budget. This Financial Program Analyst position starts at a salary of $69,581 (GS-11 step 01), with promotion potential to $128,920 (GS-13 step 10).

Responsibilities

The selectee will serve as a Financial Program Analyst in the Office of Enterprise Readiness, Administrative Operations Division. Typical work assignments include:
  • Monitoring and tracking obligations and expenditures for Administrative Operation functions throughout the execution phase of the annual operating budget; verifying that obligations and expenditures occur on a timely basis per the annual work plan and regulatory controls and within amounts programmed; reporting variations in excess of accepted funding limitations; maintaining continual liaison with external sources to process or correct financial obligations; determining future funding and procurement needs of the Administrative Operations Division; developing procedural instruction/report formats for budget or financial related submissions; and providing guidance and advice to managers on the development of the appropriate support documentation.
  • Monitoring and reviewing obligations, expenditures, reimbursable orders, requests for allotments, etc. through examination of financial records, continuing dialogue with program officials and their staffs, and review of written documentation; preparing a variety of reports covering the status of funds, expenses, and obligations, as required; identifying the needs for reprogramming and making recommendation to transfer funds between object class and line item accounts under the same budget account; participating in the justification and prioritization of un-financed requirements; and participating in the monitoring of year-end closing to ensure proper and full use of provided funds.
  • Identifying and analyzing trends in receipts, obligations, and expenditures; monitoring cost/expenditures levels to ensure efficient use of funding; receiving approved funding levels for assigned accounts; assisting with the allocation of funds to individual activities/functional areas based on analysis of activity budget estimates, historical expenditures, projected workload, and approved funding; and compiling narrative and statistical material and prepares reports and/or related background information for review by a senior Financial Program Analyst.
  • Providing management with financial information such as: financial reports showing the status of receipts, obligations, and expenditure of funds; trend analyses of rates of expenditures; and comparisons of actual performance to the financial plan and identification of variances.

Qualifications

You qualify for the GS-11 level (starting salary $69,581) if you possess one year of specialized experience equivalent to the GS-09 level performing duties such as monitoring financial obligations and expenditures; providing instruction and guidance to the staff on budget issues; conducting research, interpreting and developing operating policies and procedures; compiling financial management data; and preparing a variety of financial reports on various Division programs.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

  • Knowledge and understanding of the budget formulation process in order to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives.
  • Knowledge and skill in using pertinent software and equipment in order to track, record, and reconcile financial data or prepare graphical presentations.
  • Ability to identify, analyze, and resolve a range of budgetary/recording problems including developing alternative methods of funding and reprogramming.
  • Ability to gather, assemble, analyze, and prepare strategy for presenting, explaining, and documenting budget requests, reprogramming initiatives, and problem resolution.
