Responsibilities

As a Budget Analyst, you will:
  • Prepare budget for large operating program areas, i.e. operating expenses, trust funds and workforce budget estimates for assigned USAID client organizations and programs.
  • Participate in conducting workforce cost reviews, which may include Civil Service, Foreign Service and Contractor personnel.
  • Consolidate estimates into an integrated annual or multi-year forecast.
  • Participate in the analysis and review of the annual budget submission from USAID Missions, Bureaus, and Independent Offices.
  • Prepare or edit justifications for funding requirements and assures that data in requests is formally and accurately documented in a variety of formats and schedules.
  • Develop and draft recommendations or resolutions to address comprehensive issues and financial information for briefing papers for USAID senior management and decision makers.
  • Analyze and identify relationships between projected major program changes and projected budget.
  • Enter and adjust data for major operating programs into a wide variety of reports, forms and schedules.
  • Consolidate data for viable overview of financial status of programs; participate in the development and consolidation of information for use in the preparation of the President's Budget and the Agency's Congressional Presentation.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement. Note: Your answers to the assessment questionnaire must be supported in your resume.

Qualifications

GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: intensive knowledge of budgetary policies, precedents, goals, objectives, regulations, and guidelines of the Agency or component, organization and programs; and budgetary and financial relationships between the assigned budget and budgets and programs of other Agency components and organizations.

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP / ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
