This position is in the Ronald Reagan Building and International Trade Center , 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Management, Office of Management Policy, Budget and Performance, at the U.S. Agency for International Development (USAID).

Responsibilities

The primary purpose of this position is to administer the formulation and justification for the projected payroll budget; oversees formulation of payroll budget estimates; develops effective methods and techniques of budgeting for the forecasting of long-range funding needs, including workforce; reviews and analyzes the Operating Expenses (OE) payroll budget; and performs historical data comparison to ascertain projection of the Agency's future requirement for ICASS and payroll.

As a Budget Analyst, your duties will include the following:
  • Formulate a consolidated budget, i.e. Operating Expenses, trust funds and workforce budget estimates, for important, substantive departmental/division programs on both an annual and multi-year basis.
  • Oversee the formulation of budget estimates and justifications for conflicting program and budgetary requirements, such as reduction in budget authority coupled with expansion of services to the public.
  • Review and analyzes a variety of historical data and compares to current spending information and trends for major national agency programs.
  • Evaluate relationships between major agency administered program changes and the financial states of the organization; take action to ensure adequate funds for program coverage.
  • Participate in setting objectives with USAID senior managers to meet short and long term budget needs of the organization's programs and assists in establishment of activity schedules to meet planned objectives.
  • Direct the reporting and analysis of data captured relating payroll forecasting of an organization's operations; and direct or independently perform special studies or projects related to the payroll forecasting of an organization's operations.
  • Prepare and contribute to reports and other presentations on program planning and evaluation.
  • Determine resource requirements and recommend resource allocations based on priorities and needs.

Qualifications

GS-14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience
