Responsibilities

The Office of Audit Services (OAS) examines the performance of HHS programs and/or HHS grantees and contractors in implementing their responsibilities and provides independent assessments of HHS programs and operations. These assessments help reduce waste, abuse, and mismanagement and promote economy and efficiency throughout HHS. OAS conducts audits using its own resources and oversees audit work done by others. We audit internal HHS groups/offices, and external entities such as state and local governments and individuals and facilities in private industry associated with HHS programs (for example, physician offices, hospitals, etc.). We conduct our work in accordance with Government Auditing Standards issued by the Comptroller General of the United States; the Single Audit Act Amendments of 1996; applicable Office of Management and Budget circulars; and other legal, regulatory, and administrative requirements

As a member of the OAS senior executive team, under the general direction of the Deputy Inspector General for Audit Services, you will be responsible for one or more programs or areas of operation, including but not limited to:
  • Medicare Audits
  • Medicaid Audits
  • Administration for Children and Families Audits
  • National Institutes of Health Audits
  • Food and Drug Administration Audits
  • Indian Health Service Audits
  • Financial Statements


In carrying out these responsibilities, you will lead and provide executive guidance to staff on programs and operations dealing with an audit program portfolio and the Regional Inspectors General (RIGs) who carry out audit activities in their assigned geographic area or program portfolio. Specifically, you will:
  • Plan, develop, and direct an effective, comprehensive audit program designed to help ensure that all assigned programs are effectively and economically administered and comply with legal requirements concerning utilization of funds;
  • Conduct and oversee audits of the operations and programs of assigned portfolio;
  • Ensure all assigned Department Management responsibilities and activities are carried out efficiently and effectively while maintaining the financial integrity of Departmental operations;
  • Oversee the internal quality assurance system, including periodic quality control reviews, to provide reasonable assurance that applicable laws, regulations, policies, procedures, standards and other requirements are followed for audit activities under your purview
  • Represent the Deputy Inspector General for Audit Services or other senior officials in contacts with the Government Accountability Office and/or other Government organizations in connection with findings in assigned program areas. You may serve as liaison between the Department and other parties for the purpose of exchanging information of mutual benefit related to health care audit issues.
  • Serve as an expert and consultant to the OIG and OAS advisors and leaders to conceive, plan, and manage audit and financial functions, including critical, large-scale programs of national and international scope. Advisory efforts will focus on audit and financial program development.
  • Advise, teach, and coach culturally appropriate continuous process improvement principles and procedures. Assist counterparts in stimulating a process of continuous improvement of audit and financial operations in order to determine appropriate internal controls.

Qualifications

Specialized Experience: To be qualified for this position, your résumé must clearly reflect specialized experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse Federal, State, or local government agency or non-Federal organization responsible for conducting audits that promote economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. Successful candidates will possess significant experience in the finance, accounting or auditing field that has led to recognized, well-established professional status. This experience must demonstrate sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with State or local government, the private sector, or nongovernmental organizations.

As a basic requirement for entry into the Senior Executive Service (SES), your résumé must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the duties of this position and the Technical Qualifications (TQs) and the five Executive Core Qualifications (ECQs) listed below.

Technical Qualifications (TQs) -- Mandatory; your résumé must clearly show that you possess the following TQs:
  • Proven ability to direct and manage the operations of a complex audit program with responsibilities for conducting financial, program, compliance, and economy and efficiency audits for a large, multi-level Federal, State, or local government agency/organization.
  • Experience managing the development of audit work products (e.g., audit reports, testimony, correspondence, briefings) that reflect conformance with Government Auditing standards, procedures and accounting principles, and other legal, regulatory, and administrative requirements.
  • Experience with consensus (team) building in planning, conducting, reporting on audits, as well as gaining stakeholder support at the highest levels of an organization and agency implementation of recommendations.

  • Executive Core Qualifications (ECQs) -- Mandatory; your résumé must clearly show that you possess the following ECQs:

(Competencies: partnering, political savvy, influencing/negotiating)

    Relocation: Travel, transportation, and relocation expenses may be authorized subject to funds availability and the agency's determination that it would be in the best interest of the Government to authorize such payments as allowed by regulation. If relocation expense allowances are paid, you will be required to sign a one-year service agreement. Failure to fulfill the service agreement may require repayment of relocation expense allowances. A relocation incentive is not authorized.
