Summary

This position is located in the Executive Office, Foreign Service Institute (FSI), Department of State. The incumbent of this position serves as a Supervisory Budget and Fiscal Operations Officer for the Foreign Service Institute and participates, through the provision of financial management advisory services and overseeing unique financial management services within the Bureau to include earned reimbursements.

Responsibilities

  • The incumbent of this position directs, coordinates, and maintains an integrated system of budget and financial services, controls, policies, procedures, plans, and reports.
  • Leads the development and promulgation of appropriate systems of internal financial controls pertaining to all aspects of the apportionment, transfer, allotment, disbursement and accounting of funds in the section.
  • Oversees the review of complex pricing policy and methodologies and considers advance and collaborative pricing strategies that consolidates price and reduces contract costs.
  • Develops innovative and effective models for revenue generation and establishes and implements new collection techniques and technologies to facilitate increased customer service and appropriate accounting.
  • Responsible for overseeing the negotiation and preparation of reimbursement agreements with federal government agencies. To include planning, directing, and proposing funding levels and recommends allocation of earned reimbursement/other funds.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants applying to the GS-14 grade level must have 1 year specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate all of the following:
  • Knowledge of Public Law 103-236 as it pertains to fees for service for training courses and reimbursement based on fees for services in accordance with the Economy Act under accounting for reimbursable authority.
  • Experience with the US Treasury's Interface Collection Control Branch Interagency system (Pay.gov) and how it interacts with public sector programs in regards to collection and reconciliation.
  • Experience in negotiation and preparation of reimbursement agreements with government agencies, foreign governments and fortune 500 companies.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
    • Ability to assign, review, and supervise the work of others;
    • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
    • Ability to adjust to change, work pressures, or difficult situations without undue stress;
    • Willingness to consider new ideas or divergent points of view; and
