Responsibilities

As a SUPERVISORY MANAGEMENT & PROGRAM ANALYST (MISSION SUPPORT) at the GS-0343-15 some of your typical work assignments may include:
  • Serving as a principal advisor to the Director, Defense Language & National Security Education Office (DLNSEO) on Language, Regional Expertise, and Culture (LREC) matters and programs. Reviewing information gathered through studies, analyzing impact and risks, evaluating alternative policies and supporting resource levels for planning acquisition, requirements, testing and training specifically related to Culture and Assessment.
  • Supervising the activities of DLNSEO personnel on the Culture and Assessment teams. Overseeing the preparation of Culture and Assessment related reports, staff studies and FFRDC studies as well as other appropriate staff action papers documenting identified problems, evaluating alternative solutions, justifying conclusions, and recommending a course of action.
  • Responsible for policy and programmatic matters ranging from assessment for language, culture and all matters related to the development, integration and execution of language, culture and regional competency throughout the Department.
  • Coordinating with senior officials internally and externally on assessment, culture and regional competency to reduce duplication and create efficiencies. Integrating programmatic actions for culture and assessment with various DLNSEO (i.e., Flagship, Boren, FAO) teams, Services and Component teams to ensure unified approach.
  • Providing strategic oversight of the DoD language, Flagship and Boren programs to ensure awareness of needs to plan, program, resource accordingly in the best interest of the program, DLNSEO and DoD. Working collaboratively with experts in the testing and Culture community, Joint Staff, Comptroller, CAPE, Defense Agencies, members of the Defense Language Action Panel (DLAP), and Defense Language Steering Committee (DLSC) and senior officials at the GO/FO/SES level. Outreach also includes the Combatant commands as well as outreach to external agencies and USG on all issues pertaining to language testing/assessment, culture and analysis.
  • Managing, overseeing, and integrating programs to include strategic and tactical planning, advising and executing Assessment and Culture resources in support of the national (NSEP) and DoD Language Program. Providing justification, defense, advocating and conducting analysis for both programs working in collaboration with the DLNSEO deputy and Director.

Qualifications

You may qualify at the GS- 15, if you fulfill the following qualifications:

One year of specialized experience equivalent to theGS-14 grade level in the Federal service:
  • Expertise with the Planning, Programming, Budgeting, and Execution (PPBE) process across Language, Regional Expertise, and Culture (LREC) programs, such as program management, training, acquisition, pay, contracting, and contract oversight.
  • Supervisory/leadership experience managing and leading diverse teams/working groups in the development of LREC plans, goals, policies, programs, and measures.
  • Overseeing the preparation of comprehensive reports, studies and other staff action papers documenting identified problems, evaluating alternative solutions, justifying conclusions, and recommending courses of action for matters related to the development, integration, and execution of LREC programs and capabilities.

Substitution of education may not be used in lieu of specialized experience for this grade level.
