As a Construction Control Representative, you will provide property management services & support & project management for construction &/or repair projects from preliminary identification through closeout. Projects are located in federal & lease buildings.

Positions are located in Baltimore & Woodlawn, MD. See additional duty station information located in Other Information section.

Responsibilities

As a Construction Control Representative, your duties will include but are not limited to the following:
  • Providing project management and act as the contracting officer's representative (COR) on all assigned projects.
  • Providing technical reviews on contractor proposals, change orders, construction submittals and drawings to ensure compliance and price reasonableness to the government.
  • Actively meet with contractors, lessors, customer agencies and other PBS team members to ensure projects stay within budget, schedule and scope.
  • Developing detail project cost estimates, scopes of work, design criteria, and project schedules based on project specific agency requirements.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a Schedule A, Schedule C, or non-career SES political appointee
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Have a valid state driver's license.
  • During project or site visits, the incumbent may be required to walk, bend, and be exposed to the environment and hazards of a construction site.

The GS-11 salary range starts at $67,418.00 per year, the GS-12 salary range starts at $80,806.00. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-10 level or higher in the Federal service. Specialized experience equivalent to the GS-10 level is experience applying construction methods, techniques and practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; assisting with the development of construction cost estimates; assisting or leading in the inspection of construction; and reading and interpreting construction layouts, plans and specifications. Such experience must also include assisting with managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience equivalent to the GS-11 level is experience applying construction methods, techniques and practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; developing construction cost estimates; inspecting construction; administering construction contracts; and reading and interpreting construction plans and specifications. If you apply for the Baltimore, MD location, the initial duty station for this position will be the Mid-Atlantic Region, Public Buildings Service, Baltimore Field Office, 101 W Lombard Street, Baltimore, MD. However, the incumbent may later be reassigned to one of the following field office locations: Woodlawn, MD; Greenbelt, MD. As such, the selected candidate will be required to sign a mobility agreement prior to appointment.

If you apply for the Woodlawn, MD location, the initial duty station for this position will be the Mid-Atlantic Region, Public Buildings Service, Woodlawn Field Office, 7500 Security Boulevard, Woodlawn, MD. However, the incumbent may later be reassigned to one of the following field office locations: Baltimore, MD; Greenbelt, MD. As such, the selected candidate will be required to sign a mobility agreement prior to appointment.

Bargaining Unit status: Eligible but NOT Included in the Bargaining Unit

  • Ability to interpret contract specifications, to perform recurring inspections, review contractor performance, and to evaluate, document, and ensure quality of services are provided
  • Knowledge of construction management and cost estimating, pricing policies and fees
