Summary

As a Supervisory Information Technology Program Manager at the GS-2210-15 with a full performance level of GS-15, you will be part of CIO Enterprise Infrastructure Solutions, Office of Personnel Management. If selected, you will be responsible for the leadership, direction and management of the assigned program, and serves as the primary customer relationship manager to the business leaders, managers, and users of the assigned IT programs.

Qualifications

For the GS 15: You must have

Basic Requirement:
Considerable IT related experience demonstrating each of the four competencies listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

One year of experience equivalent in difficulty and complexity to the GS-14 grade level or pay band in the Federal service that demonstrates
  • mastery knowledge and experience with business systems development and operations;
  • familiarity with approaches used by IT organizations in the private sector and other government entities;
  • extensive knowledge and experience in management of organizations supporting a variety of IT functions, including supervision of personnel with a range of applications development, system maintenance specialties, and technical skills;
  • expert knowledge of systems and software design methodology and practices;
  • comprehensive knowledge of project management principles, techniques and tools in order to facilitate their usage in the development of new or enhancements of critical agency systems.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
